Oversees all activities of the Rigid Pavements and Concrete Materials Section to include development and implementation of policies and procedures required to execute statewide concrete quality assurance of materials and construction, development of test specifications, testing, research, programs for quality monitoring of materials, commercial laboratory contracting, certification of laboratory equipment and accreditation of subordinate laboratories and technicians. Directs a group of professional, technical and administrative employees. Reports to the Materials & Test Deputy Division Director. Work requires extensive contact with governmental officials, contractors and suppliers. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Education: Bachelor’s degree in Engineering.

Licenses and Certifications:
Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment
