Main Purpose of Job

The Director of Property\r\nManagement responsibilities are to manage the Departmental use of the State vehicles, and implementation of the policies and practices as\r\nto the proper use of and accountability for the Department’s land, buildings,\r\nequipment, materials and supplies, and vehicles. The Director will function as a lead with planning, design, development, and\r\nimplementation of automated asset/inventory management programs and systems,\r\ninsuring publication, notification, and training of policies and procedures.\r\nThey will also review, track and provide special reportings for\r\nDepartmental compliance, insuring interpretation and execution of policies and\r\nprocedures for the total value of the Department’s assets in excess of one\r\nbillion dollars at over 100 locations throughout the State.\r\n

POSITION DUTIES

This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.\r\n\r\n\r\nOversee and monitor property and other inventory policy and procedures for the\r\ndepartment to ensure that its operating agencies comply with DBM and DGS requirements\r\nand state laws. Prepare written directives, bulletins and reports to ensure\r\nproper procedures are followed. Monitor agency activities, report findings and\r\nmake recommendations to improve operations and enhance inventory/property\r\nfunctions. Review and make recommendations on changes to the Department’s\r\nPolicy and Procedures for the management of its assets.�\r\n\r\n\r\n\r\nResponsible for managing\r\nDepartment property records systems which identify values and track the\r\nlocation of land, buildings, capital equipment, infrastructure and construction\r\nin progress as well as perpetual inventories for material and supplies. Provides technical assistance and training for operating agencies on\r\npolicy and procedures for the control and accountability for property and\r\nimplementation and use of automated systems.\r\n\r\n\r\n\r\n\r\nCollect and report information related to the\r\nacquisition, assignment, use, operational costs, and incidents related\r\nto the operation of State vehicles used by the Department; Ensure\r\ncompliance with State of Maryland Policy and Procedures for Vehicle\r\nFleet Management and Drivers of State Vehicles.��\r\n\r\n\r\nCoordinate the timely processing of required reports to DBM and DGS on the value of land, building, infrastructure, equipment, material and supplies, and work in progress, vehicle inventory status and commute mileage, excess property declarations and missing and stolen property reports, and facilitate the processing of insurance claims for the damage or theft of fixed assets including vehicles involved in accidents or damaged by other means.\r\n\r\n\r\n\r\n\r\nReview Legislative Auditors findings on property matters. Prepare and assist institutions/agencies with development of corrective action plans, also closely monitor to ensure timely completion of corrective action plans.\r\n\r\n\r\n\r\n\r\nEnsure maintenance of control accounts for fixed assets for consolidated agencies of the Department and monitors other control accounts to ensure that the operating units of the Department establish the necessary controls on materials, supplies and fixed assets to comply with all State requirements and the policy and procedures of the Department.\r\n\r\n\r\n\r\nEnsure management and staff follow State\r\npolicies and procedures regarding management of fixed assets and\r\nmaterials and supplies. Ensure fixed asset inventories are audited on\r\na regular basis to ensure integrity of the inventory process.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Applicants must meet all minimum qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\n\r\n\r\nEducation:� A Bachelor's Degree from an Accredited college or university.\r\nExperience:� At least five years of experience working in Property and Fleet Management, and at least three years of�experience in a Supervisory capacity.\r\n\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the United States.\r\n
