What You Will Do

This position will be filled at either the Environmental Safety, Health, and Quality (ESHQ) Integrator (Program Manager) 3 or 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

ESHQ Integrator / Program Manager 3 $125,200 - $211,300

The Environmental Safety, Health, and Quality (ESHQ) Integrator will provide integrated, effective ESHQ service delivery for a LANL Associate Laboratory Directorate (ALD) or Facility Operations Director (FOD), facilitating strategic and tactical planning between customers and ESHQ core support divisions during work planning and execution to achieve simultaneous excellence. The ESHQ Integrator will deliver innovative leadership and vision to create partnerships between ESHQ, customers and stakeholders; address complex challenges; strengthen alignment and culture; and improve responsiveness to achieve the Laboratory mission. Specific areas include:

  • Tracks and communicates ESHQ performance, program health, and improvement recommendations to customers using metrics, assessments, abnormal events, culture surveys, and observation data.
  • Cultivates strong, long-term relationships with customers by staying in constant communication and efficiently resolving issues with solutions tailored to program and project needs.
  • Works with customers and core support divisions to negotiate budget and funding for the ESHQ service line to support safe, compliant, and effective execution of projects.
  • Communicates customer feedback, perspectives, and needs to improve ESHQ processes, procedures, or initiatives.

ESHQ Integrator / Program Manager 4 $138,500 - $233,200

In addition to what is outlined at the lower level, at this level candidates will have demonstrated expert level experience and technical knowledge in the minimum job requirements and fulfill the desired qualifications.

What You Need

Minimum Job Requirements:

Technical Leadership:

  • Advanced or expert knowledge and demonstrated ability lead the strategic and tactical execution of an ESHQ portfolio, with advanced-level experience and technical knowledge in radiation protection principles and practices.
  • Demonstrated ability to deliver leadership on issues that require cross-organizational solutions and serve as an ESHQ ambassador, committed to educating customers and stakeholders on the ESHQ service line.
  • Advanced or expert knowledge and demonstrated experience in program management affecting radiological safety/protection, including defining scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; developing and tracking metrics to improve customer service and work execution; and managing change control and risk.

Technical Excellence:

  • Advanced or expert knowledge of and demonstrated advanced/expert experience implementing ESHQ programs for infrastructure, facilities, utilities, logistics, and/or maintenance projects. Advanced knowledge of and demonstrated expertise in implementing construction safety, industrial hygiene, radiation protection, quality, waste management, and/or environmental regulatory compliance programs.
  • Advanced or expert understanding of work control and facility policies, practices, and procedures.
  • Demonstrated ability to conceptualize and communicate major elements of ESHQ regulatory compliance programs and develop and share best practices with customers and core support divisions to continually improve the quality and efficiency of ESHQ service delivery. Advanced knowledge and experience supporting compliance with legal, regulatory, or national standards requirements for successful execution of scientific, technical, and programmatic activities.

Collaboration and Coalition Building:

  • Demonstrated experience developing effective customer relationships and evaluate customer needs to ensure service delivery is adequately leveraged and customers recognize value.
  • Successfully demonstrated experience promoting an open and informal communication environment to develop mutual trust and teamwork.
  • Consultative experience and demonstrated commitment to regular stakeholder feedback to ensure ESHQ service delivery is optimized, issues are proactively resolved, and goals are met. Experience strategizing, planning, developing, and implementing process improvements.

Communication:

  • Advanced or expert level interpersonal, verbal, and written communication skills that include reporting on ESHQ status to senior level management, project stakeholders, and regulatory inquiries.
  • Demonstrated ability to bridge priorities of customers and stakeholders through effective communication methods and tools.
  • Advanced or expert level experience executing engagement and communication tactics that proactively maintain high stakeholder satisfaction and advance programmatic goals. Proactive and intuitive in keeping stakeholders informed of critical needs, requirements, and issues.

Training/Certifications: Professional certification in safety (CSP), industrial hygiene (CIH), health physics (CHP), or other applicable ESHQ discipline.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include ongoing drug and alcohol testing, as well as periodic medical and psychological evaluations.

Ability to comply with DOE Human Reliability Program requirements.

Education/Experience at lower level: Position requires a bachelor's degree from an accredited institution and 8 years of directly related technical and project management experience; or an equivalent combination of education and experience directly related to the occupation.

Education/Experience at higher level: Position requires a bachelor's degree from an accredited institution and 12 years of directly related technical and project management experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Active or transferable DOE Q Clearance
  • Experience working on integrated project teams to deliver ESHQ support and services. Experience working with Craft Workforce
  • Experience providing ESHQ support to radiation protection projects in support of the Los Alamos National Laboratory mission and/or other DOE nuclear facilities

Essential Job Functions: (can perform with or without reasonable accommodation): Ability to speak, Sitting, Standing, Reaching overhead, Typing or keyboarding, and occasionally climbing stairs and ladders.

Work Environment: Occasional use of PPE, safety glasses or eye protection, safety shoes or protective footgear, hearing protection, work in radiological facilities requiring dosimetry.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, October 31st. The annual distribution is prorated based on the number of months in the eligible position.
