ABOUT THE ROLE
We are seeking a Program Manager, Engineering & Nuclear Safety to support N3B in a direct role! This position is full-time and will be based out of Los Alamos, New Mexico.
This position is a KEY ROLE in N3B’s Los Alamos Legacy Cleanup contract, directing the Engineering & Nuclear Safety (E&NS) Department operations and serve as the focal point for integration of the department's broad, technically diverse disciplines (Engineering, Nuclear Safety, Criticality Safety, Fire Protection, Maintenance, and N3B Training Program).
The successful candidate will function as a team leader to maintain and provide continuous improvement for an integrated Engineering Program compliant with DOE O 420.1C and Maintenance Program compliant with DOE O 433.1B, prepare and maintain multiple nuclear facility DSAs, including implementation of major facility modifications and major DSA revisions, maintain and provide continuous improvement for the N3B Training Program and manage the Criticality Safety and Fire Protection Programs. This position reports to the N3B Executive Officer.
Responsibilities
- Serves as interpretive authority for issues related to the full scope of departmental activities, including: design, construction, readiness and start-up operations, facility and equipment maintenance, configuration management, facility engineering, fire protection, safety basis, hoisting & rigging program, company-wide training, and SMP management (i.e., Electrical Safety/AHJ, Conduct of Training, Conduct of Maintenance, Conduct of Engineering, etc.).
- Provides management direction for the department's day-to-day operations.
- Ensure operational integration of functional units and assure effective interface with other N3B organizations, EM-LA, DNFSB, various stakeholder organizations (i.e., NMED, State Engineering, EPA, etc.) and corporate organizations.
- Serve as an expert interpretive authority for all matters related to the Engineering & Nuclear Safety department to ensure effective, consistent strategies.
- Integrate information from a broad range of functional experts and provide strategic input to the President and General Manager.
- Ensure efficient planning, integration, and process improvement responsibilities associated with maintenance of nuclear and non-nuclear facilities.
- Ensure maintenance and/or construction operations continuously adhere to nuclear safety requirements, engineering designs, specifications, quality standards, schedules, and budgets.
- Responsible for maintenance and/or construction performance and oversight of subcontracted and/or in-house facility maintenance and/or construction services.
- Facilitate effective communications within the department.
- Assure compliance with applicable DOE Orders, regulations, national codes and standards and laws related to departmental work scope.
- Maintain visible commitment to achieving excellence in safety, health, and environmental practices.
- Provide innovative solutions to complex problems that are based on best available technology, international state-of-the-art methods, processes and procedures.
- Function as team leader of assigned projects to determine possible solutions to imminent operational, technical or administrative activities.
- Analyze possible solutions, determining pros and cons, and presents recommendations to the E&NS PM.
- Assist in tracking subcontract Period of Performance and funding; takes timely actions to ensure project needs are met.
- May design processes to enhance project documentation workflow.
- Prepare data and information into presentational material for the client and senior management.
- Proficient in MS Office to include MS Word, Excel, and PowerPoint.
- Perform other duties as assigned.
- Proven ability to provide exemplary leadership and performance accountability through the alignment and execution of goals and objectives to ensure successful and efficient implementation and reporting of scope, schedule, cost baseline and performance of the contract activities in compliance with Engineering and Nuclear Safety regulatory requirements.
- Assured that Engineering & Nuclear Safety programs are integrated into all work processes and work is performed safely and in compliance with all Federal, State, and local laws and regulations, Executive Orders, DOE Orders.

Requirements
- Education & Years of Experience – Bachelor’s Degree in a Technical discipline and 23+ years of relevant experience. Experience should include a minimum of eight years of management responsibility. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.
- Citizenship – To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work
- Clearance – To be considered, you must be able to obtain and maintain a government issued clearance, if needed
- Must have two (2) of experience at a DOE Hazard Category 1 or 2 facility.
- Ability to provide leadership, direction, and management of Engineering & Nuclear Safety personnel.
- Ability to lead complex Engineering and Nuclear Safety Programs with an emphasis on engineering and nuclear analysis, design, construction, production, nuclear safety compliance, risk mitigation, facility maintenance and management, and training.
- Must have broad, experience-based knowledge of facility operations, maintenance and engineering and nuclear safety principles, methods and associated regulatory requirements.
- Comprehensive knowledge and ability to assure compliance with all DOE requirements, and regulatory commitments or other notices of direction from DOE and/or regulatory agencies.
- Knowledge of DOE O 420.1C requirements for Nuclear Facilities.
- Knowledge of DOE O 433.1B requirements for Nuclear and Radiological Facilities.
- Knowledge of DOE O 426.2 requirements for Nuclear Facilities.
- Directs and controls maintenance and site services.
- Provides interpretation of policies and programs concerning facility maintenance and management
- Demonstrated success developing, monitoring, and managing both operational and technical programmatic work that involves high levels of collaboration and effectively manage risks.
- Experience in developing and leading large-sized projects, including defining scope, objectives and methods.
- An ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to challenges.
- Level of skill in language, mathematics, communication, reasoning, and computers necessary to perform essential functions of the job.
- Ability to increase efficiency and improve performance to ensure the maximum value for every dollar invested in the Engineering & Nuclear Safety Program.
- Broad knowledge of company practices and policies, managerial practices, project management, scheduling, personnel supervision and development techniques.
- High level of skill and ability to perform highly complex and critical tasks to solve problems.
- Analyze operations to evaluate performance in meeting objectives or to determine areas of potential cost reduction, increase productivity, program improvement, or policy change.
- Knowledge of contract policies, procedures, and DOE government regulations affecting contract management.
- Demonstrated ability to organize, prioritize, and follow-through to completion on multiple tasks.
- Ability to have an impact on organizational success and productivity, with independent judgment.
- Skilled in the preparation and formatting of correspondence, reports, and/or presentations.
- Excellent oral, written, and interpersonal skills, including proofreading, grammar, spelling, punctuation, accuracy, and attention to detail.
- Ability to train and mentor more junior management and staff in areas of expertise.
- Excellent interpersonal, presentation, and public speaking skills, both practiced and impromptu with demonstrated ability to convey information and represent the organization to both internal and external customers to effectively communicate progress, challenges, and mitigations.

N3B manages the Los Alamos Legacy Cleanup Contract for the U.S. Department of Energy Environmental Management’s Los Alamos Field Office, which is responsible for cleaning up contamination that resulted from LANL operations before 1999 and packaging and shipping radioactive and hazardous waste off-site for permanent disposal (n3b-la.com).
