The duties that the incumbent of the vacancy will be expected to perform. Duties Description Working within the Office of Primary Care and Health Systems Management, Center for Healthcare Provider Services and Oversight, Division of Hospitals and Diagnostic & Treatment Centers, the individual selected for this position will perform key administrative and communications tasks for the Division. The position also provides essential administrative support to maintain efficient operations and fosters a collaborative work environment. This is a full-time position.

Provide administrative support to the unit, ensuring effective and efficient operations; Assist in the preparation of reports and documentation for managerial review; Support unit staff in various tasks, fostering a collaborative and productive work environment; identify training needs, and support professional development opportunities for staff; Perform general administrative tasks to support the unit’s operations; Undertake other tasks as assigned to meet the core functions of the unit.

MAJOR FUNCTIONS & ASSOCIATED DUTIES

Responsibilities may include, but not limited to the following:

  • Serve as a contact point for the Office of Department of Health senior leadership and other offices, divisions, bureaus, and programs
  • Responsible for sending out Integrated Health Alert Notification System (IHANS) alerts and messages to be posted on Health Commerce System (HCS).
  • Monitor Division's Hospinfo bureau mail log (BML), respond to or refer inquiries to the appropriate professional within the Division to answer or forward to appropriate office within the Department.
  • Assist in the development and maintenance of Hospital and Diagnostic and Treatment Centers and Transplant Program administrative policies and procedures.
  • Respond to requests to draft new Division and programmatic templates and other correspondence as needed.
  • Serve as a point of contact and work with program staff to schedule meetings and support the work of the Transplant Council and other groups as needed, i.e. NYS Transplant Council (2x/yr), Council Committees and Workgroups (2-4x/yr) meetings. Travel is required to attend such meetings.
  • Prepare reimbursement expense reports including transplant council members.
  • Create B1184’s and enter Vouchers for payment for Organ Donation and Transplant contractors [New York Alliance for Donation (NYAD) and New York Center for Liver Transplantation (NYCLT)].
  • Develop/Maintain proficiency in the contract management process and use of related applications and databases, e.g. State Financial System, etc.
  • Staff the Donor Registry Bureau Mail Log and respond as needed to questions about the New York State Donate Life Registry and other donation related questions verbally and in writing.
  • Manage Executive Deputy Clearance (EDCs), Executive Correspondence Unit (ECUs) for Division of Hospital and Diagnostic Treatment Center, Organ Donation program and Funeral Directing Program.
  • Work with program staff to update and maintain the Transplant Council website.
  • Work with program staff to facilitate the appointment and re-appointment of Transplant Council members and Funeral Directing Program.* Serve as back-up support for the Criminal History Record Check (CHRC) program as needed.

The minimum qualifications required for this vacancy. Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18, OR a current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.

Non-Competitive Candidates via HELPS Program:

Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator Trainee 1: A bachelor's or higher degree.

Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Professional administrative experience related to medical or programmatic review, quality assurance, audit and/or regulatory activities in a health care facility regulated by the New York State Department of Health or other state or local agency. Health care experience and knowledge of Hospital and Diagnostic & Treatment Center regulations and associated federal Medicare regulations; excellent communication, written and organizational skills; ability to function independently and as a member of a team; and deal with multiple tasks and priorities; familiarity with the Health Commerce System/Integrated Health Alert Notification System (IHANS), Microsoft Office programs, Outlook, SharePoint, Excel, Adobe Acrobat Pro, State Financial System (SFS), and Health Facility Information System (HFIS).
