The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded public health nutrition program which provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, afterschool programs and adults in day care. The Health Program Administrator (HPA) will perform fiscal and auditing tasks required by the United States Department of Agriculture (USDA) federal regulations and Office of Management and Budget (OMB) federal circulars and handbooks.

The HPA will conduct desk reviews, on-site program and yearly budget reviews for participating CACFP Sponsoring Organizations; analyze financial information from potential new sponsors and existing sponsors to determine financial integrity, viability and compliance with federal and state regulations; draft financial correspondence summarizing review findings; and provide training and technical assistance to staff and sponsoring organizations.

The minimum qualifications required for this vacancy. Minimum Qualifications NY HELPS:

Trainee 1: A bachelor's degree or higher.

Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Grade 18: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator, Grade 18.

Transfer: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to a Health Program Administrator, Grade 18.

Preferred Qualifications: The preferred candidate would have experience with federal nutrition programs, the Statewide Financial System, Excel and QuickBooks. They should also have the ability to analyze data, prioritize multiple assignments, and have excellent verbal and written communication skills and organizational skills.

Position may be filled at a trainee level (equated to Grades 14 or 16), or Grade 18, depending upon the qualifications of the candidate.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
