Duties Description The Community Health Program Manager 2 (CHPM2) serves as Assistant Director of the Bureau of Tobacco Control (BTC) and will assist in directing units, programs and staff in BTC regarding program policy, procedures, and programmatic functions. The CHMP2 is responsible for the comprehensive oversight, development, implementation, and management of the tobacco control program's extensive community programs initiatives, including directing and supporting 30 local community grantees, ensuring that they effectively implement tobacco prevention and cessation strategies tailored to the needs of their respective populations. The CHMP2 will also monitor program outcomes, provide technical assistance, and facilitate capacity-building efforts to promote best practices and enhance the overall impact of the community programs. The CHPM2 will assist in directing and leading grant, contract, administrative, and resource management for the bureau, ensuring that grant deliverables are met and conform to HRI and Department policies, practices, rules and regulations. The CHMP2 will develop and assist in directing the development of bureau strategic and program planning and goal setting; assist in directing and overseeing bureau communications, support and administrative functions. The CHMP2 will serve as a liaison to the Bureau of Chronic Disease Evaluation and Research to support tobacco-focused research and evaluation activities within the Department and with the identified external evaluator and will represent the bureau to other units in the Division and the Department and external agencies and organizations.
The minimum qualifications required for this vacancy. Minimum Qualifications PROMOTION: One year or more of permanent competitive service as a Community Health Program Manager 1 (M2); OR TRANSFER: Current NYS employee with one year or more of contingent-permanent or permanent competitive service in a title at or above Grade 27/M2 and eligible for transfer under Section 52.6 of the Civil Service Law; OR NY HELPS: Bachelor's degree and six years of professional* public health experience in a public health agency or program**. Three years of the experience must have been at a supervisory level. *The required professional experience must include either: designing or implementing a public health outreach, promotion, or disease prevention program; OR conducting disease surveillance or a disease control program. ** A public health agency or program focuses primarily on the prevention of disease through outreach and public health education or health promotion activities, including population-based plans of care (not just plans of care for individual patients), or the study of the prevalence or causes of disease through population-based studies. Education substitution: A J.D. or master’s degree may substitute for one year of the general experience. A doctorate degree or Ph.D. may substitute for two years of the general experience. Examples of non-qualifying experience include, but are not limited to: providing clinical care in therapeutic health care facilities including public hospitals, physician's offices, supervised community-based settings or home care settings; discharge planning or utilization review; developing treatment plans for patients in community settings; regulatory oversight of health care providers to determine compliance with laws, rules or regulations; reviewing appropriateness of services for insurance companies, Medicare, Medicaid, governmental agencies or other third-party payors; or other experience limited to administrative support of public health programs such as operations management, personnel, staff development, fiscal administration, contract/grant management, budgeting or health care finance is not considered qualifying, nor is the provision of medical services to a fixed population.
Preferred Qualifications: Master's Degree in public health, policy, public or health systems administration, a related social science or another closely related field. Experience leading complex change processes with a large team of staff. Experience working in a tobacco control program or a closely related program. Experience with strategic planning, chronic disease program development, program implementation, performance monitoring and evaluation. Development and implementation of fiscal policy and procedures; experience overseeing contract management functions, overseeing grants development and administration, staff supervision and development. Experience using a grants management system; experience managing budgets. Strong supervisory skills with significant experience in direct and second-level supervision of professional staff. Experience working with communities disproportionately impacted by tobacco industry marketing and experiencing commercial tobacco-related health disparities and inequities. Training in racial justice and health equity topics.
