SUMMARY

Assist the Engineering Signal Design in managing and coordinating efforts of Signal – Design group to ensure prompt production of safe, quality design/specifications for use by vendors and LIRR field forces. Ensure compliance with procedures and practices as per ISO 9000. This position is directly responsible for the installation of safe, efficient, modern signaling, which is a key factor to improved train operations, a major goal of the LIRR modernization program.

RESPONSIBILITIES

Responsibilities may include but are not limited to:

    • Assist Engineer Signal Design to manage Signal Design Group including project tracking, accounting, and estimate preparation. Attend meeting requiring signal design participation.
    • Provide direction for Signal Design Consultants & vendors. Develop and keep current standard design procedures and materials. Ensure compliance with Signal Engineering Operating Manual (SEOM).
    • Participate in developing signaling concepts with other LIRR Departments to ensure design product meets project and LIRR requirements; support Capital Programs in overall management of a total Capital project.
    • Perform other assignments as requested by Senior Management. Track time and attendance of the Signal Design personnel. Use Kronos system to track the number of hours spend for the Projects. Coordinate personnel to ensure that tasks are completed, resources are allocated efficiently, and projects finish on time.
    • Identify and implement measures to improve quality & productivity of design group by standardization, development of typicals. Oversee all aspects of CADD & VitalSim software improvements and orderly implementation.
    • Provides technical support to LIRR Capital Projects throughout the design phase of capital projects. Support includes but is not limited to submittal review, response to requests for information, preparation of typical drawings and guidelines.
    • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
    • Motivate designers to excel in their efforts to develop quality designs.

QUALIFICATIONS

    • Bachelor’s degree in Electrical Engineering or related field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of degree.
    • Must possess 7 years of progressively responsible, recent related signal design experience.
    • Must possess previous experience in a leadership capacity.
    • Must possess extensive knowledge of Engineering principles as they apply to Signal Systems.
    • Must possess knowledge of signal fundamentals, including equipment, applications design concepts and processes.
    • Must possess working knowledge of railroad operations, signal systems, operating rules and physical characteristics of the right of way.
    • Must possess knowledge of labor agreements (BRS 241).
    • Must possess knowledge of Federal Railway Administration (FRA) and Association of Railway Engineering, Signal Engineering Operations Manual (SEOM).
    • Must possess strong communication, analytical, presentation and project management skills.
    • Must possess the ability to make sound decisions and exercise sound judgment particularly in a crisis situation.
    • Must possess the ability to ensure corporate/department safety policies are adhered to.
    • Must possess the ability to lead and direct others particularly technical personnel.
