This recruitment is to fill a Term-Limited Temporary position that is anticipated to end on August 31, 2030. If filled by a King County employee in a regular position, the TLT will be a Special Duty Assignment.

The Procurement & Payables section is looking for a Project Control Officer for the Harborview Bond Program who is a highly motivated and successful individual who can interact and build relationships with internal and external groups. This person must have the demonstrated skills to interact day to day with Harborview business needs as well as during high visibility events such as Washington State Audit or King County Council Audit, council-initiated project risk reviews, and high-profile project and program performance audits.

The Harborview Project Control Officer will sit within the Procurement & Payables compliance team but will be focused on supporting the Harborview Bond Program which is a special project within King County’s Facilities Management Division (FMD). On November 3, 2020, more than 70 percent of King County voters approved Proposition 1, authorizing the County to sell $1.74 billion in bonds to fund facility and infrastructure improvements at Harborview Medical Center (HMC). Since its passage, the staff has worked diligently to establish the necessary organization and management structures needed to implement this complex capital program, one of the largest in King County’s history.

We are looking for someone who is creative, technically knowledgeable and has an investigative nature. This position will work closely with Finance Project Control Officer and the Finance Project Control Manager as well as the Harborview Bond Program Project team to provide guidance, training and oversight to ensure the Executive Policies and Procedures for the County’s Capital Improvement Programs are being followed.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:

  • Serve as the Project Control Officer for the Harborview Bond Program
  • Provide compliance and oversight on public works contracts during procurement and administration
  • Recommend changes to contracts, amendments and other documents to ensure compliance with governmental regulations. Ensure contracts minimize risk to the County.
  • Identify potential and existing issues with project scope, terms, deliverables and costs before a contract, amendment or change order is signed
  • Serve as subject matter expert and liaison for various committees focused on continuous improvement processes related to capital project compliance
  • Develop materials and tools in the application of and compliance with policies and procedures relating to capital project compliance
  • Provide direction and training for Harborview Bond staff in the requirements and regulations concerning cost controls, contract compliance and other subject areas as identified
  • Collaborate with Harborview project managers regarding contract amendments and as required by Policy and Procedures
  • Participate in projects associated with making processes for compliance more effective and efficient for the Harborview Bond Program
  • Provide assistance in responding to performance audits for the Harborview Bond Program

Minimum Qualifications:

  • Advanced knowledge of principles and practices of public works contract management and administration compliance
  • Experience administering or providing compliance support on public works contracting processes in the State of Washington to include both Professional Services and Construction
  • Working knowledge evaluating and negotiating change orders and/or contract amendments, claims analysis, scheduling analysis, contract close-out and regulatory requirements such as RCW and FAR
  • Understand and experience with principles, practices, and terminology used to procure Architectural & Engineering and Construction contracts in Washington State
  • Strong communication, interpersonal, writing and customer service skills
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
  • Ability to work with people from diverse backgrounds

We would love it if you had:

  • Experience with Alternative Public Works contracting in the State of Washington
  • Project Management Professional (PMP) or equivalent certification
  • Experience with LEAN processes and principles
  • Experience with SharePoint, MS Teams and other collaborative online tools

Position Information:

  • Work Site Details: The work associated with this position will primarily be hybrid. FBOD employees are currently required to work two assigned days a week in the Seattle office. In office requirements may change as required by King County business needs.
  • Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation: This position is represented by Teamsters 117.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD’s Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
