The Fixed Equipment Engineer, Midstream, provides leadership, technical expertise, and business perspective in all areas related to Midstream fixed equipment and process piping. This role will involve capital project execution, engineering, assessments, failure analysis and incident investigation, procurement, operations troubleshooting and optimization support and construction. This role ensures Operations and projects are technically sound and that they achieve safety, mechanical integrity sustainability, reliability and environmental objectives and are consistent with PSM management of change.

Responsibilities May Include:

  • Staying current and proficient with relevant ASME/API construction and post-construction codes, standards, and recommended practices, in the areas of design, fabrication, in-service assessments, alteration, modification, and repair of fixed equipment and piping
  • Staying current and proficient with ASME BPVC (Section I, II, VIII, and IX)
  • Staying current and proficient with API-579 / ASME FFS-1 Fitness for Service and conducting Level 1 and 2 assessments and reviewing Level 3 assessments by engineering firms
  • Staying current and proficient with API 510, API 570, API 582, API 530, API 584, and other relevant API standards and practices applicable to Midstream
  • Reviewing or creating detailed plans for repair, modification, inspection and testing for fixed equipment to assure compliance with relevant codes and company standards
  • Reviewing or performing bolted flanged joint assessments and assembly procedures
  • Reviewing or performing pipe stress analysis
  • Reviewing and consulting on welding procedures
  • Promoting and assisting with the management and development of standards, best practices, and guidelines for fixed equipment and piping with both corporate and site staff
  • Staying current and proficient with fixed equipment engineering tools such as PlantManager, CAESAR-II, PV-Elite, etc.
  • Supporting solutions to Operations issues, working closely with Process Engineering groups and Operations to address incidents in existing facilities
  • Supporting designs, cost estimates, and management of projects working together with an EPC contractor
  • Providing technical guidance to ensure fixed equipment design is executed in an effective, timely, and cost-efficient manner
  • Ensuring project scope and cost is controlled and change is managed
  • Establishing priorities, deliverables and deadlines aligned with Operations, Reliability and capital project strategies
  • Successfully managing competing priorities and multiple projects simultaneously
  • Accountable for managing time to deliver on commitments

Required Qualifications:

  • Bachelor’s degree in engineering
  • 8 or more years of gas processing, refining, petrochemical, chemical or other related manufacturing industry experience
  • Ability to apply technical expertise to problem solving while achieving broad business objectives
  • Personal discipline to balance short-term demands with long-term objectives

Preferred Qualifications:

  • Bachelor’s degree or higher in Mechanical Engineering, Metallurgy or similar degree
  • Experience in design, fabrication and construction of fixed equipment and piping
  • Experience and understanding of gas processing, refinery or related industry maintenance, operating, and project practices
  • Willing and able to relocate to Houston, TX
  • Ability to direct activities and priorities of others through influence
  • Ability to develop and communicate clear and specific strategies and tactics

Midstream

The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
