This posting will be used to fill a full-time, permanent Safety Sensitive position in the Bureau of Utility Operations. This is highly responsible technical, administrative and supervisory work providing administrative-level technical support to the Deputy Director in coordinating the activities of the Bureau’s senior management team, specifically the Divisions of Water Operations Wastewater Operations, Business Management, Infrastructure, and Central Maintenance, including handling the management and operation of the Line Location Division, Emergency Service/Control Center Operation Division, and Meter Services in the Department of Public Works
NATURE AND VARIETY OF WORK Work involves responsibility in the planning, directing, and supervising of staff activities in each of the aforementioned areas in support of utility systems infrastructure (water/wastewater). Work is performed with considerable administrative and technical latitude within established policies and procedures and is evaluated through conferences and review of recommendations for the quality of results achieved.

Plans, coordinates, administers, directs, and manages technical programs and activities for the department's Capital Improvement Program, SER, Petitions, and Allocations in the Department of Public Works Facilities Capital and Upgrades/Retrofit Project execution by reviewing and commenting through all design, shop drawing, and start up phases. Coordinates necessary operational modifications with construction activities and monitoring of new water and wastewater facility/infrastructure construction for conformance to County Standards.
Administers, monitors and coordinates developer-funded water and wastewater facility/infrastructure projects are on schedule and meet the Department’s Standard and Specifications for Construction.
Manages staff of engineers and clerical who review and provide oversight to water and wastewater infrastructure during design and construction for Developer, Capital and Upgrade/Retrofit Projects for the Bureau of Utility Operations. This position coordinates with leadership and staff within I&P, OPZ, and DPW, as well as the development community to review and track progress of developer submissions that require DPW review. This position ensures coordination with the affected groups, research and reviews are completed as appropriate, and accurate and timely responses are provided back to the customer.
Oversees duties of the Petitions Division which include water and/or sewer connection requests, petition process for utility service extensions, evaluation and eligibility of Bay Restoration Fund Grant Program, front foot and utility assessments.
Oversees duties of the Allocation Division which include financial management, assessment, billing, account maintenance and reconciliation, evaluation and record keeping for allocated projects as well as building permit allocation review.
Plans O&M budget and financing planning for capital projects. Provides technical assistance for monitoring and maintaining the operational function of water and sewer facilities. Supervises, coordinates and directs the office supporting staff necessary to support the Department and County. Ensures the timely responses are provided with detail recommendations, design and/or plans to support Water and Wastewater facilities and infrastructure and consistent with the County’s Design Manual, Specifications and Details
Coordinates improvement in County design and construction standards for the Bureau’s Water and Wastewater facilities and infrastructure with DPW Engineering.
Supervise and coordinate the preparation and management of the operating and construction budgets to ensure that necessary resources are provided in a cost-effective manner. This is accomplished by planning for and documenting needs during the process and the management of the utilization of approved resources.
Develops standards, policies, procedures, and priorities; Performs personnel management activities; supervises professional and technical staff; and, manages and coordinates employee training.
KNOWLEDGE, SKILLS and ABILITIES
Extensive knowledge of principles, practices and the operations, services and activities of water and wastewater utility infrastructure.
Extensive knowledge of the modern methods and techniques of general engineering, and trends in the field.
Extensive knowledge of principles and practices for the operation of sewage pumping stations, water storage facilities, and water and wastewater treatment plants and related equipment.
Knowledge of the methods of rehabilitation, development process and system reconstruction for water and wastewater systems.
Knowledge in operational characteristics of materials and equipment used in utility systems including SCADA systems, pumps, motors, chemical feeds, line equipment and related materials.
Knowledge of methods and techniques for developing and implementing an emergency response program.
Thorough knowledge of engineering principles and practices, Federal, state, and local laws, codes, and regulations that govern water and wastewater distribution, treatment, and collection systems.
Thorough knowledge of occupational health and safety standards practices of utility system safety and security. Thorough knowledge of methods and techniques for developing and implementing a preventive maintenance program. Thorough knowledge in principles and practices of budget preparation and administration.
Ability to plan, coordinate and direct assigned staff in work activities for utility system infrastructure of water distribution/wastewater collection. Ability to read, analyze and interpret scientific and technical instructions in mathematical or diagram form.
Ability to apply principles and practices of supervision, training and performance evaluation.
MINIMUM QUALIFICATIONS: Graduation from an accredited four-year college or university with major coursework in engineering, natural science, environmental science, business administration, GIS, or a related field; six (6) or more years’ experience in asset management or public works [Utilities] systems administration and management, including four (4) or more years’ experience in public works computerized systems including data acquisition, evaluation, and analysis, or public works and water and wastewater system maintenance, repair, and rehabilitation; two (2) or more years supervisory experience; and a valid non-commercial Class C motor vehicle operator's license.
NOTE: The four (4) or more years’ experience in public works computerized systems including data acquisition, evaluation, and analysis, or public works and water and wastewater system maintenance, repair, and rehabilitation may be substituted with four (4) or more years’ experience with electronic data systems, evaluation of data and data management. This is in addition to the two (2) or more years of supervisory experience.

1) Experience in Public Works - Utilities System Administration and Management
2) A Bachelor’s Degree in civil, environmental and/or mechanical engineering.
3) A Professional Engineering (PE) License from the State of Maryland or another State that will provide reciprocity.
4) Experience in the coordination, review and implementation of Capital Improvement Projects for utility system infrastructure and facilities and rehabilitation projects (water/wastewater).
5) Experience in the review of design/shop drawings.
6) Knowledge and/or experience with Anne Arundel County's Design Manual & Standards for Construction
