This posting will be used to fill a full-time position in the Bureau of Watershed Protection and Restoration (BWPR) in the Department of Public Works. This is advanced engineering work in the Stormwater Infrastructure Program (SIP) of BWPR involving the planning and oversight of capital improvement projects and engineer programs related to the design, construction, contract administration, inspection and community outreach of storm drainage related problems.
NATURE AND VARIETY OF WORK
Work requires considerable contact with County employees, officials, engineer consultants, community representatives, developers, contractors, and representatives of regulatory agencies for the purpose of presenting, explaining, and implementing various engineering projects.
Work involves responsibility for planning, organizing and directing the work of technical and office support staff. Engineer projects include such areas as the design, construction and maintenance of storm drains, culverts, outfalls and stormwater management facilities (including MD378 ponds, step pool storm conveyance systems, outfalls, infiltration devices, and bioretention devices). The complexity of work involves maintaining time schedules, budget, adhering to quality standards, complying with code and permit requirements, and evaluating the work performance of consultants, engineers and contractors.
Work requires considerable knowledge of engineering, construction, maintenance techniques and project management principles and practices and keeping informed on the latest technological and operational advancements in stormwater management and storm drainage engineering. Work is performed with some independence and minimum guidance from a higher-level supervisor, in making technical decisions and is performed in accordance with departmental policies, objectives and professional standards. The work is primarily sedentary, but at times requires physical effort and exposure to the environment in visiting project sites. Work is evaluated for its timeliness, thoroughness, quality and effectiveness in managing staff and contractual personnel.

Assist in the management of capital projects involving the construction, cost allocations, time schedules, right of way acquisitions, permitting, bidding, contract requirements, inspections and change orders for building public infrastructures.
Monitor the work performance of consultant engineers and contractors to ensure compliance with contract requirements.
Assist in making presentations and meet with County officials, contractors, community groups and Federal, state and local officials on a variety of issues concerning capital improvement projects.
Maintain accurate records on project costs, time schedules, contractor performance, contract changes, and related capital project requirements.
Provide technical engineering assistance to professional, technical and office support staff.
Assist in making presentations to community organizations and other citizens on capital projects relating to scope, cost, schedule, purpose and need and environmental impact.
Oversee the work performed by design engineers, construction inspection personnel, and contractual personnel.
Ensure a quality constructed project is completed within the prescribed time frame and operating budget.
Assist in writing capital projects contracts defining scope of services, construction material requirements, time schedules, environmental concerns, and other matters for review by engineering supervisors and legal personnel.
Make on site inspections of capital projects to review contractor performance and compliance to specifications of the contract.
Document changes in project cost, schedule, change orders and prepare written reports to engineering managers on project status and problems needing resolution by management.
Education: A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field.
Experience: Four (4) or more years technical experience in engineering.
Additional Requirements: A valid non-commercial Class C motor vehicle operator's license.
Note: This position is considered as Emergency Essential and an employee in this position may be required to report to work during inclement weather conditions.
Preference will be given to candidates with the following:
1) Knowledge and experience with the inventory, inspection, assessment, maintenance and rehabilitation of storm drainage systems and stormwater management facilities.
2) Proficiency using Microsoft Office (Word, Excel, PowerPoint and Project) and Google Workspace

3) Proficiency with GIS, CADD and Asset management software
