This posting will be used to fill the full-time position of Engineer III (Model Analyst) within the Department of Public Works, Bureau of Watershed Protection and Restoration (BWPR) Modeling and Analysis Unit. This position works under the Senior Engineer in the TMDL Support Group and assists with impervious surface and pollutant load reduction tracking, and demonstrating compliance with and annual reporting for the County’s NPDES MS4 permit and various TMDLs. This position performs and evaluates watershed
modeling and analysis (water quality, hydrologic, and hydraulic) in a GIS environment to support watershed master plan studies, watershed restoration and TMDL watershed implementation plans. Knowledge of spatial database operations and basic scripting are necessary in this position. This position works in a team environment and strong communication skills are required.
NATURE AND VARIETY OF WORK
This position is responsible for assisting the TMDL Support Group’s Senior Engineer with the day-to-day work of calculating and tracking nutrient, sediment and impervious surface restoration credits as the County works to meet its TMDL and MS4 permit goals. This position will provide QA/QC of all restoration project information and will work closely with other BWPR staff to gather all necessary documentation to justify calculated credits. This work may include the design and creation of database structures and
spatial data sets, automation of credit calculations and other processes, and the use of Chesapeake Bay Watershed Model (Phase 6). Additionally, this position will be responsible for data management, analytical support, and the documentation of any methods and processes developed. This position will also require the employee to assist with the review and implementation of evolving stormwater management crediting guidance provided by MDE and the Chesapeake Bay Program. The position will also involve the manipulation of remote sensing tools and the utilization of feedback from project management staff to assist in the identification and targeting of future restoration opportunity areas.
Utilizes a variety of GIS tools and methods for water quality, hydrologic, and hydraulic modeling and analyses. Scenario analysis includes the evaluation of existing, future, and what-if conditions.
Interprets and conveys modeling results to improve the selection process and placement of BWPR capital improvement projects.
Develops, utilizes and maintains spatial geodatabases and ESRI portal applications using ArcGIS Pro, Survey 123, and other software.
Provides quality assurance and quality control of all stormwater management project data used for calculating credits, as well as the tracking of nutrient and sediment load reductions and impervious surface restoration. Ensures metadata is developed and meets County standards for all projects.
Provide written evaluations of project data and credit calculations to support decision making.
Develops and implements Standard Operating Procedure documents (SOPs) for GIS and data management workflows.
Participates in the development of watershed studies. Provides technical input to the studies and coordinates with BWPR staff and consultant staff on the studies.
Participates in various meetings, which may include a wide range of people including the public, other County staff, consultants, and state personnel. Develops materials for use in meetings such as reports, presentations, tables, graphics, agendas, and minutes.
Ability to provide technical guidance for GIS and crediting workflows to other staff.
Ability to establish and maintain effective work relations with colleagues, developers, engineers, architects, contractors, inspectors and the public. Ability to work in a team setting.
Ability to communicate effectively, orally and in writing.
Education: A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field ( i.e. Water resource
management, water resource engineering).
Experience: Four ( 4 ) years of experience in professional engineering work.
Other Requirements: A valid non-commercial Class C motor vehicle operator's license.
