Description

The Kentucky State Board of Licensure for Professional Engineers and Land Surveyors (KYBOELS) was established by an Act of the General Assembly in 1938 to protect the public health, safety and welfare. This is accomplished through the licensing and regulation of individuals and business entities deemed qualified to practice engineering and land surveying. Under the provisions of KRS Chapter 322, the Board conducts administrative and civil investigations to address complaints from the public and to identify violations related to the unauthorized, incompetent, negligent, or unethical practice of engineering and land surveying in the Commonwealth of Kentucky by individuals and business entities.

KYBOELS has an opening for a classified position as a Board Investigator who will work directly with the Board’s Director of Enforcement and other investigative staff by providing investigative support for the Board’s enforcement program.

Responsibilities include, but are not limited to, the following:

  • Interviewing complainants, respondents, and factual witnesses, either in person or by video conference or telephone
  • Conducting public records research
  • Making field site visits
  • Gathering and analyzing financial records, technical reports, plans, plats, maps, surveys, deeds, and previous court decisions
  • Reviewing the work products of licensed professional engineers and professional land surveyors for compliance with technical and professional standards
  • Compiling factual information into in-depth investigative reports
  • Providing fact and expert witness testimony in administrative hearings and civil proceedings

Preferred Skills and Abilities:

  • Experience in the field of general investigation, investigative law enforcement, related field of investigation, engineering, land surveying, or related field.
  • Excellent interpersonal, written and verbal communication skills
  • Attention to detail
  • Ability to manage time and work independently
  • Proficiency with Microsoft Office products
  • Ability to learn new software systems (in-house licensee database)
  • Ability to assimilate large volumes of information in order to produce clear and concise investigative reports

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Must have four years of experience in the field of investigation, administrative, business, or social work/eligibility experience.

Substitute EDUCATION for EXPERIENCE: Graduate study in the above fields will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Experience in one of the above fields will substitute for the required college on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess and maintain a valid driver's license prior employment in this job classification. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.

Working Conditions

Typical working conditions include both extensive field work in a variety of settings and normal office work. Travel throughout the state may be required to conduct interviews, perform surveillance activities, and to obtain information and evidence. Interviews may be confrontational. Overnight travel and working irregular hours may be required. Working outdoors for extended periods and working in all types of weather may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
