Position Information
TxDOT's Project Finance and Toll Operations Division is looking for a Program Manager with a business-minded approach to work on toll road enterprises, such as the SH 288 toll project in Harris County and the Grand Parkway System. This position provides financial oversight and municipal bond/debt management, which may include: presenting to management and/ or board members, budgeting, contractual oversight, cost and revenue analysis, capital planning, inter-divisional and divisional coordination, and/or operational analysis. This position works as project finance subject matter expert in a dynamic, team-oriented environment. Performs advanced financial project management for toll facilities. Performs project finance debt management and supports issuance of toll revenue bonds or other debt, and leadership of toll enterprise coordination across TxDOT divisions. Reports to a Project Finance and Toll Operations Division Section Director. Work involves working in various phases of the toll project lifecycle; monitoring progress; presenting work; overseeing contractors; generating toll enterprise budgets and compliance strategies. Work involves communicating and collaborating with portfolio and project stakeholders, management, boards and other parties. Serves as Project Manager for multiple projects. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 6 YEARS of experience in financial analysis, transportation project management, contract procurement or related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
