Position Information

TxDOT's Project Finance and Toll Operations Division is looking for a Program Manager with a business-minded approach to work on toll road enterprises, such as the SH 288 toll project in Harris County and the Grand Parkway System. This position provides financial oversight and municipal bond/debt management, which may include: presenting to management and/ or board members, budgeting, contractual oversight, cost and revenue analysis, capital planning, inter-divisional and divisional coordination, and/or operational analysis. This position works as project finance subject matter expert in a dynamic, team-oriented environment. Position Description

Performs advanced financial project management for toll facilities. Performs project finance debt management and supports issuance of toll revenue bonds or other debt, and leadership of toll enterprise coordination across TxDOT divisions. Reports to a Project Finance and Toll Operations Division Section Director. Work involves working in various phases of the toll project lifecycle; monitoring progress; presenting work; overseeing contractors; generating toll enterprise budgets and compliance strategies. Work involves communicating and collaborating with portfolio and project stakeholders, management, boards and other parties. Serves as Project Manager for multiple projects. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Duties:

  • Compiles and distributes project information and financial feasibility status reports on projects.
  • Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assures coordination and approvals through USDOT.
  • Develops and implements management controls and oversight procedures.
  • Serves as a project leader.
  • Oversees, develops, and evaluates financial projects using accepted project management methodologies.
  • Recommends viable options to enhance project funding and financial plan development, create scenarios, assess feasibility and serve as a resource during implementation.
  • Works with others to research, develop and assess the feasibility of complex financing scenarios and other project financing tools for transportation projects.
  • Participates in financing efforts such as assessing the feasibility of financing alternatives, structuring, developing and implementation of project finance projects.
  • Performs alternative delivery contract administration/ financial oversight to include contract interpretation, compliance monitoring, analysis and problem and dispute resolution.
  • Provides project updates and decision items to PFD Director and recommends solutions.
  • Reviews information from districts, local and county governments, metropolitan planning organizations, toll and regional mobility authorities, economic development entities, other transportation and business leaders on financing tools.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 6 YEARS of experience in financial analysis, transportation project management, contract procurement or related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Portfolio, program and project planning, development and management
  • Budgeting methods and procedures
  • Financial analysis methodologies
  • Financial principles and methods associated with various types of funding for infrastructure projects
  • Financial planning and management practices
  • Transportation funding programs, including traditional and non-traditional project programs such as TIFIA
  • Contract management
  • Applicable industry guidelines affecting Alternative Delivery Projects

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
