Duties

As a Management and Program Analyst at a minimum you will:

• Conducts inspection assignments involving the identification and resolution of problems of a procedural or factual nature.
• Participates and assists in the development of internal reports, in analyzing inspection operations, and in carrying out other administrative tasks relating to the inspection program to which assigned.
• Strives to ensure that findings are well defined and are fully supportable; that appropriate documentation is provided; and that any recommendations for corrective actions are well reasoned.
• Analyzes and evaluates Inspection reports and documents drafted by the Office of Inspections
• Works directly with the Quality Division Director in managing the process required to review, produce, and issue the final inspections reports
• Provides guidance to ISP team leaders, inspectors, and other division directors on OIG/ISP report development and processing procedures.
• Implements a complex quality assurance program that includes quality control mechanisms that provide an independent assessment of inspection processes and work, reviewing the planning fieldwork, and reporting phase of each project to ensure adherence to the Council of the Inspectors General for integrity and Efficiency (CIGIE) Quality Standards for Inspections, Inspections (ISP) and OIG policies.
• Coordinates and participates in the development of training courses for all inspectors to communicate the importance of quality controls and standards on which OIG bases its work under the direction of Quality Division Director.
• Reviews and clears final inspection reports, assuring that the report's final version is complete, has the required transmittals, and supporting documents, and is ready for publication.

At the GS-7 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.

• Overtime may be required on short notice to include nights, holidays, and weekends in support of related mission requirements, as a condition of employment. Approved overtime hours will be compensated with overtime pay and/or compensatory time.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants applying for the GS-7 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-06 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

• Experience participating in activities to resolve issues encountered in an inspection.
• Experience evaluating responses from inspected entities to determine compliance with recommendations.
• Experience assisting higher-graded team members in conducting analyses to detect the existence of fraud, waste, and/or mismanagement.

OR

B. Completed 1 full year of graduate level education at an accredited college or university which demonstrates the knowledge, skills and abilities necessary to do the work of the position;

OR

C. Have a combination of graduate education and specialized experience (as described above), which is equivalent to the GS-06 level in the Federal Service;

OR

D. Qualifying based on Superior Academic Achievement: Education may be substituted for specialized experience with a bachelor's degree that included curriculum related to the position and Superior Academic Achievement. Superior Academic Achievement can be based on one of the following: Class standing - being in the upper third of the graduating class in the college, university, or major subdivision; Grade point average - a) having a 3.0 or higher out of a possible 4.0 as recorded on an official transcript, or as computed based on 4 years of education, or computed based on courses completed during the final 2 years of curriculum; or b) having a 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of curriculum; or national scholastic honor society membership (other than a freshman honor society).

Applicants applying for the GS-9 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

• Experience conducting segments of inspections involving the identification, consideration, and resolution of problems and issues primarily of a procedural or factual nature.
• Experience resolving issues encountered in an inspection.
• Experience preparing factual and objective draft reports covering assigned segments of the inspections.

OR

B. Have a master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B or J.D. from an accredited college or university. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;

OR

C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Applicants applying for the GS-11 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

• Experience in conducting inspections and evaluations by gathering information, identifying and analyzing issues, developing recommendations and applying qualitative and quantitative analytical techniques involved in programs.
• Experience in presenting comprehensive, clear, concise and objective inspection reports with well-defined findings and well-reasoned recommendations for corrective actions.
• Experience in interpreting and applying professional inspection standards.

OR

B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related;

OR

C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

• Experience in written and oral presentations
• Knowledge of major inspection related issues and practices.
• Knowledge of CIGIE Quality Standards.
• Experience in designing and developing training programs with minimum supervision
• Ability to plan, organize, and direct team work to negotiate effectively with management to implement recommendations.

There is no substitute of education for specialized experience for the GS-12 position.

Applicants the GS-13 position must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

• Extensive Knowledge of guidance related to quality assurance programs.
• Experience in written and oral presentations
• Extensive Knowledge of major inspection related issues and practices.
• Extensive Knowledge CIGIE Quality Standards.
• Excellent negotiation skills.
• Experience in independently designing and developing training programs.
• Ability to independently plan, organize, and direct team work to negotiate effectively with management to implement recommendations.

There is no substitute of education for specialized experience for the GS-13 position.
