Summary

This position is located in the Office of Human Resources for the Departmental Offices of the Department of the Treasury in Washington, DC. As a Management and Program Analyst, you will be an expert advisor providing research and trend analysis on the Departmental Offices' human resources policies, programs, and issues.

Duties

As a Management and Program Analyst, you will:

  • Gather information, conduct research, and complete analysis concerning critical human capital issues and management problems utilizing mathematical techniques, statistical methods, and scientific discipline.
  • Serve as a Treasury community lead in the areas of HR data analytics, data management, learning technologies and HRIT which involves assisting in the leadership of and or leading communities of practice/interest and user groups
  • Collaborate with management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives aimed at the maximizing of Treasury human resources.
  • Collaborate with IT, budget and procurement staffs regarding systems and software that support the management, performance and development of the Treasury workforce.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A one-year probationary period may be required.
  • Must successfully complete a background investigation.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-13: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal service, public or other private sectors.

Specialized experience for this position includes:

  • Experience performing Management and Program Analyst work by conducting research and analysis of statistical data to support critical Human Resources Business issues.

Examples could include but are not limited to the following:

  • understanding and utilization of workforce statistics, HR IT solutions, project management and process improvement techniques.
  • working with data to identify data quality issues and work with the appropriate contacts to facilitate correction.
  • gathering information, conducting research, and completing analysis concerning critical business issues and management problems utilizing mathematical techniques, statistical methods, and scientific discipline, providing a quantitative basis for decision making to improve organizational policies or operations.
  • coordinating the efforts of project team members and support staff in order to efficiently accomplish the particular objective.
  • demonstrating various levels of oral and written communication (such as preparing reports, briefings or recommendations) to audiences ranging from senior level officials to bureau level employees; and gathering, analyzing and presenting data from numerous formats such as employee viewpoint surveys, competency assessments or metrics.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
