Why does the job exist?
The Administrative Operations Manager I / Quality Manager will:
- Provide oversight of quality initiatives within both Medicaid and non-Medicaid behavioral health programs, ensuring compliance with state and federal regulations;
- Be responsible for developing, implementing, and monitoring performance data to evaluate quality improvement activities related to behavioral health services;
- Collaborate with internal and external stakeholders to align quality improvement strategies with policy goals and offers leadership in the interpretation of behavioral health quality measures;
- Support system-wide improvements in behavioral health service delivery and contribute to the state's broader health system transformation efforts.
How does it get done?
The Administration Operations Manager I / Quality Manager is responsible for:
- Development, implementation, and monitoring of quality improvement initiatives within Medicaid and non-Medicaid behavioral health programs;
- Analyzing clinical, operational, and performance data to identify trends, disparities, and opportunities that enhance behavioral health outcomes;
- Leading the development and evaluation of behavioral health quality performance measures, including The Healthcare Effectiveness Data & Information Set (HEDIS), the Mental Health Statistical Improvement Project (MHSIP), and other relevant metrics;
- Collaborating with internal and external stakeholders to support evidence-based practices and align quality improvement strategies with behavioral health policy goals;
- Preparing comprehensive reports and summaries based on data analysis and quality assessments;
- Coordinating internal and external quality review activities, including audits, surveys, and performance evaluations;
- Staying informed about regulatory changes, national quality standards and emerging best practices in behavioral health care and quality management;
- Supporting the design and oversight of program evaluation efforts to assess the impact of quality improvement activities.

- Recipients of Medicaid and non-Medicaid behavioral health services;
- Behavioral Health Services Division (BHSD);
- Federal and State regulatory agencies.
Ideal Candidate
The ideal candidate has:
- Knowledge of behavioral health Medicaid and non-Medicaid programs;
- Understanding of the Healthcare Effectiveness Data and Information Set (HEDIS);
- Experience working with critical and complex issues using qualitative and quantitative data;
- Experience with quality improvement projects from origin to measuring successful outcomes;
- Experience with quality research methods including interviews, process notes, statistical computations, data sets, objectives and making recommendations based on data;
- Experience writing reports for submission to executive management and external partners;
- Experience with oversight of compliance with federal and/ or state regulations.
Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid Driver's License.
