Function Operations Management

Salary: $98,673.11 - $123,341.38 Commensurate with Experience

SUMMARY

Responsible for the management of the Financial Planning & Analysis section of Aviation Finance Division. Assist the Aviation Finance Director in administering Aviation’s $3.0 Billion Capital Improvement Plan (CIP) and Capital Plan of Finance (POF). Manages Capital Financial Analyst Senior in directing the work of two Capital Financial Analysts. Financial Planning and Analysis section manages Airport’s long term financial forecasts and capital funding programs including $4.2B Passenger Facility Charge (PFC) program, $675M State and Federal Grant programs and $1.6B in outstanding General Airport Revenue Bonds.

Major Duties and Responsibilities:

  • Oversee CLT’s long term capital and operating forecasts in Airport’s Plan of Finance financial model.
  • Assist Finance Director with funding and forecast decisions to remain in alignment with Airport’s financial management metrics.
  • Assist Finance Director with utilization of funding sources and debt instruments to fund Airport Capital Improvement Program (CIP).
  • Oversee and manage Capital Financial Analyst Senior and staff who perform research, analysis and support for the following:
  • a. Airport's PFC program, including ongoing maintenance of Quarterly and Annual reporting using complex PFC Allocation model, creating new and amended PFC applications and PFC airline consultation process.
  • b. Airport’s State and Federal grant programs including developing new grant applications, pursuing additional grant opportunities and reviewing grant reporting for federal and city partners to ensure all requirements are met.
  • c. Coordinating with External and Internal auditors related to compliance with Federal regulations as a condition of receiving PFC and grant funding, including expenditure compliance verification.
  • Review of Aviation capital projects and operating capital purchases.
  • Assist Finance Director with the management of Airport’s General Airport Revenue Bond and Bond Anticipation Notes programs including preparing for new issuances, reviewing and approving draws and reporting.
  • Design and regularly review internal practices and procedures to ensure compliance with applicable rules, policies and agreements. Seeks input from all internal stakeholders on compliance issues.
  • Prepares various reports, analysis and presentations to internal and external stakeholders.
  • Utilizes City of Charlotte and Aviation Department tools to input and organize data (i.e., Munis, eBuilder, PeopleSoft, and Excel Workbooks).
  • Manage/supervise current Financial Planning & Analysis Team

General Information:

  • Primarily works standard office hours Monday through Friday. Work required at other times for special projects, and during urgent or emergency situations.

Minimum Qualifications:

High School diploma or equivalent and 9 year(s) of relevant experience; or 2 Year College Degree and 7 year(s) of relevant experience; Bachelor's degree and 5 year(s) of relevant experience; Master's degree and 3 year(s) of relevant experience.

Preferred Qualifications:

Major coursework in accounting, business administration or related field required. Experience in financial and cost accounting, and financial analysis.

Knowledge, Skills & Abilities:

Knowledge of:

  • A working knowledge of Federal PFC Regulations, in particular 14 CFR Part 158
  • FAA AIP Handbook; and the FAA PFC Order 5500.
  • Thorough knowledge of the principles and practices of governmental accounting and enterprise resource planning systems.
  • Thorough knowledge of cost management principles, techniques, statistical analysis techniques.
  • Computer literacy required with emphasis on Access, Excel and Word.

Skill in:

  • Capital program funding analysis, cash flow analysis and projections and long-term financial modeling.
  • Review of financial transactions and reconciliations and ability to create new financial processes as needed.
  • Communicate effectively, both orally and in writing.

Ability to:

  • Self-starter, take initiative.
  • Ability to independently problem solve, exercise independent judgment and initiative.
  • Identify potential process improvements and recommend new processes.

CONDITIONS OF EMPLOYMENT
