Position Overview

The Illinois Environmental Protection Agency (Illinois EPA) is seeking a highly qualified individual with a strong background in the Illinois Leaking Underground Storage Tank section regulations, Administrative Code Part 731 and 734 regulations, and Environmental Protection Act to serve as Manager of the Leaking Underground Storage Tank Special Projects and Financial Unit. The successful candidate will plan and direct the State-wide activities of the Illinois EPA’s LUST program and Financial Unit consisting of technical and administrative support staff. The successful candidate will ensure compliance with State and Federal regulations, set priorities for their units, ensure site remediation is completed in accordance with regulations, and ensure project reviews are completed within regulatory timeframes.

Essential Functions

• Serves as Special Projects and Financial Unit Manager for the Bureau of Land (BOL), Leaking Underground Storage Tanks (LUST) Section in accordance with regulations pertaining to 35 Illinois Administrative Code, Part 731 and Part 734
• Plans, organizes, and directs statewide activities in the Special Projects and Financial Unit for the LUST Section
• Independently or through professional technical staff, ensures control of issues are being handled by Special Projects and Financial Unit in a highly complex, sensitive and/or controversial nature.
• Represents the Unit, Section, Bureau and Agency at meetings and conferences, serves as an expert witness and testifies at hearings.
• Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college (Physical, Sciences/Environment).
• Requires four (4) years of progressively responsible administrative environmental experience in a public or business organization.

Preferred Qualifications

• At least (4) four years’ of experience analyzing, interpreting and applying complex and extensive scientific data relating to activities associated with the remediation of underground storage tanks or the processes to control the migration of contamination from the tanks.
• At least (4) four years’ of experience leading staff in writing, review, and issuance of letters relating to Underground Storage Tank regulations, funds, and grants.
• At least (4) four years’ of experience in project management and administering 35 Illinois Administrative Code Part 731 and 734 in the LUST Program.
• At least (4) four years’ of experience in interpretation, administration, and enforcement of 35 Illinois Administrative Code Part 731 and 734 as it relates to UST Fund reimbursement claims.
• At least (4) four years’ of experience in applying state and federal laws and regulations pertinent to underground storage tanks.
• At least (4) four years’ of experience in communicating with all levels of stakeholders in an organization, both internal and external.
• At least (4) four years’ of experience in preparing and presenting comprehensive reports, memos, correspondence, etc. in a clear and concise manner.
• At least (4) four years’ of experience supervising a professional staff in an office setting.
• Prefers possession of a bachelor’s or master’s degree in Science, Geology, or Engineering.

• Requires a valid and current driver’s license.
• Requires ability to pass a name-based background check.
• As required by OSHA 29 CFR 1910.120, this position will be required to take (within 90 days of employment) and maintain working knowledge of (8 hr. annual refresher) and/or certification to ensure position is up to date with laws, rules and regulations to maintain compliance with IL Department of Labor Occupational Safety Regulations: 24 hour OSHA training.

Term Appointment: Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Environmental Protection Agency’s discretion.
