ASRC Federal is looking for an experienced Applications Programmer to lead the Procurement Automated Data Document System (PADDS) team supporting their work with the U.S. Army Contracting Command (ACC) Chief Information Officer (CIO) G6 Information Technology Support Services (ITSS) at the Redstone Arsenal, AL. The Applications Programmer – PADDS Support Team Lead will be leading a team of eight, supporting sustainment of PADDS. PADDS is an automated contract writing tool that interfaces with other government procurement nd financial systems to provide standardization in the preparation, recording, processing, and maintaining of contractual instruments. Key responsibilities will include:

  • Assist the task order Program Manager with ensuring all work performed by the AI Team is performed according to the Performance Work Statement, turned in on time, with minimal to no errors.
  • Working with the task order Program Manager to check certifications and training requirements of team members, including tracking when annual training is required, and ensuring all team members’ training is up to date
  • Developing and maintaining source code by secure coding standards, application security technical implementation guides (STIGs), Audit Readiness guidelines, and all relevant government regulations, guidance, and directives
  • Implementing and verifying compliance with Section 508, an amendment to the United States Workforce Rehabilitation Act of 1973
  • Providing software application support for the government lead by delivering state-of-the-art solutions for functional requirements, including executing full range of lifecycle development activities to implement and maintain government off the shelf and commercial off the shelf software applications.
  • Preparing, updating, and delivering application software documentation to support the creation, testing, and maintenance eof existing and new software applications for the customer, using a defined approach such as waterfall, agile, DevOps, or Rapid Application Development (RAD)
  • Preparing, updating, and delivering application software design documents that address application architecture, critical design, top level design, detailed design, design decisions, and operational concepts to the customer
  • Preparing, updating, and delivering application, in coordination with the Test Engineer, test plans, test procedures, and schedules for unit, integration, and software acceptance testing to the responsible Division Chief
  • Preparing, updating, and delivering application test reports to the responsible Division Chief
  • Preparing, updating, and delivering all artifacts necessary to obtain an assess-only approval to include, but not limited to, Application Development STIG, risk assessments, code scanning results, ACAS scan results, and any further documentation required by the Authorizing Official
  • Preparing, updating, and delivering software application demonstrations and briefings in partnership with the customer at trade shows, conferences, symposiums, and meetings
  • Preparing, updating, delivering, and maintaining application executive summaries and Operating Procedures and Tactics, Techniques and Procedures (TTPs)
  • Developing and maintaining a Software Quality Assurance Plan
  • Creating, updating, and maintaining local and remote environments to effectively utilize existing and shared resources, ensuring availability and integrity of software application across development, testing, staging, production, and training environments
  • Racking and documenting releasee modules and executables and changes to operational manuals and user guides
  • Utilizing automated tools to identify software applications capacity and availability, optimizing performance and resource usage along with ensuring reliability and maintainability throughout
  • Utilizing automated tools to provide notification of potential problems and solutions to correct problems
  • Analyzing functional user requirements, procedures, and problems to make recommendations, develop IT software applications, and improve existing software applications

Required Skills:

  • Strong verbal and written communications skills
  • Experience with Microsoft Office Suite
  • Experience with the following technologies and coding languages: Web service calls, Visual Studio and C++, Power Platform, XML feeds, Java Enterprise Edition (J2EE), APEX, JAVA scripting, UNIX scripting languages, PRO*COBOL, PRO*C, .NET, expert UNIX scripting, and Oracle PL/SQL on both Linux and Windows platforms, as well as the Power Platform

Education Requirements:

  • A BS Degree in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science, from an ABET accredited or CAE designated institution
  • 5+ years of experience in a similar role
