Job Description

Summary

This position is responsible for operating and maintaining transmission and distribution substations, while managing reliability and safety. Additionally, this position will oversee system protection functions and system studies. Develop and maintain a Computerized Maintenance Management System (CMMS) and support other departments. Provide strategic leadership and direction to manage operational efficiency and consistency.

Essential Functions

  1. Manage substation operations, maintenance, and relay improvements.
  2. Review and approve maintenance practices and programs.
  3. Recommend capital improvements to enhance service and productivity.
  4. Develop organizational structure and staffing plans.
  5. Review unscheduled repairs and outage trends to improve system reliability.
  6. Implements best practices and performance indicators.
  7. Prioritize system operations support, additionally during disturbances.
  8. Develop work standards and performance review criteria.
  9. Recommend and manage collective bargaining unit agreements (CBA).
  10. Implement and support Safety Programs.
  11. Conduct system studies for capacity and security.
  12. Manage and support divisions using Association software.
  13. Other duties as required or assigned.

Relationships

Internal:

  • Chief Operating Officer: Reports to; receives direction, guidance, and decisions from.
  • Board of Directors: Present information and reports.
  • Division Managers and Employees: Supervise, provide direction and guidance to, reviews performance of, and coordinates with.
  • Other Chugach managers and staff: Consult and exchange information with, provide management and support.

External

  • Bargaining Unit Representatives
  • Other Utilities and Business Partners: Collaborate with; participate in committees and share information as needed.
  • Federal/State Agencies: Communicates with, exchanges information with, and complies with regulated requests.
  • Community/Members: Communicates with, exchanges information

Competencies

  • Current knowledge of the operation, construction, and protection of electric utility systems with emphasis on electrical system protection and performance.
  • Understanding of relay philosophy and application. Experience with microprocessor-based relays.
  • Proven ability to provide and/or review settings for existing or proposed electrical protective relays related to the distribution, transmission, and generation system.
  • Knowledge of RUS construction specifications and design requirements, the RUS Approved List of Materials, the National Electrical Safety Code, OSHA Rules and Regulations, construction materials and practices, construction/material contracts and material specifications are beneficial.
  • Familiarity with the effects of cold weather on the operating parameters of substation equipment, knowledge of common construction practices used in Alaska.
  • Effective supervisor with the ability to provide technical training to subordinates and user training to Managers, operators and engineers of substation equipment and protective relaying systems.
  • Must have the ability to coordinate the activities of contractors, vendors, subordinates, and other professionals in the management of system protection operation and/or projects.
  • Effective verbal and written communication skills, with the capability to clearly convey both technical and strategic information to various audiences.
  • Must be able to perform under stressful conditions relative to major power outages.
  • Ability to represent the Association in the public arena.

Supervisory Responsibility

This position has supervisory responsibility for the relay, substation and metershop departments.

Work Environment

Standard office environment with some fieldwork in varying weather conditions. May require flights and exposure to extreme cold. Occasional travel and overnight stays. Subject to 24-hour call and on-call rotation.

Minimum Qualifications and Experience

Education

Bachelor’s degree in electrical engineering, required. Additional documented specialized training in electric utility transmission and generation analysis and performance as well as system substation apparatus and protective relaying, preferred.

Experience

Seven (7) years of progressively responsible experience, including supervisory, in electric utility engineering, protective relay application, and system operation experience, required. Experience in computer assisted steady state with dynamic response analysis and microprocessor relay application with demonstrated responsible charge. Experience related to electrical systems, post disturbance analysis and report preparation. Experience working in a union environment preferred.

Substitution

Additional experience in a similarly complex position may serve as a substitute for education requirement on a year-for-year basis.
