POSITION DETAILS

CUNY’s Office of Budget and Finance provides strategic, responsible, and effective leadership and management of the University’s financial and budgetary resources. The Office’s goals include, among others, ensuring that relevant, accurate, and timely information is provided to key decision makers along with maintaining financial management policies and procedures that ensure prudent use of CUNY resources.

Within the Office of Budget and Finance, the Budget and Planning Operations department manages the budget for 25 colleges, professional schools, and administrative campuses across the five boroughs of New York City. Reporting to the University Director of Resource Management, the Finance Budget Manager will be responsible for preparing annual initial allocations, maintaining and tracking college budget levels, communicating with college budget offices on all budget matters, producing and maintaining expense projection files for multiple accounts, and troubleshooting budget errors related to purchasing and accounts payable activities.

Other key duties include but are not limited to the following:

  • Manage the daily administrative, operational, and transactional activities related to budget management and distribution.
  • Forecast, monitor, and analyze revenue and spending and prepare regular and ad hoc financial report.
  • Prepare budget analyses and produce forecasting projections to inform budget management activities and ensure positive budget balances.
  • Manage budget inquiries and provide various financial analyses to college business offices.
  • Serve as lead budget manager on multiple University wide programs and initiatives and as team leader on various projects.
  • Formulate, prepare, and oversee University and college budgeting processes
  • Support strategic planning activities; assess outcomes and make recommendations regarding resource allocations.
  • Advise management regarding funding appropriateness and propose fiscal solutions to resolve budget issues.
  • Assist in developing budgeting policies and procedures, and interpret University-wide policy; prepare guidelines, funding formulas, and models for the annual budget.
  • Serve as liaison with various University, college, and governmental representatives.

NOTE:

Until further notice, this position is eligible for a hybrid work schedule.

QUALIFICATIONS

Minimum:

Bachelor's Degree and six years' related experience required.

Preferred:

  • Experience in higher education
  • Knowledge of New York City and State budgetary procedures and practices
  • Proficiency with Microsoft 365, including Excel and Word, and database applications in performing work assignments; experience with Workday is a plus
  • Ability to:
    • forecast expenditure and revenue collections
    • interpret and analyze statistical and other data, deriving meaningful conclusions, and effectively presenting the information in a clear and organized way
  • Strong analytical and communication (interpersonal, verbal and writing) skills

COMPENSATION AND BENEFITS

The salary range is $86,645 - $96,602, commensurate with qualifications, education and experience.

CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 6.09% with additional increases of 3.25% effective 9/1/2025 and 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
