The nonpartisan Legislative Affairs Agency provides objective, accurate, and timely services and products to the Alaska Legislature and Alaskans to support and inform policy making, facilitate public access to the legislative process, and preserve the legislative institution.

Working in seamless partnership across sections, staff approach their tasks with professionalism, grace, and courtesy in supporting the challenging and vital work of the legislative branch.

The Alaska State Legislature, Legislative Affairs Agency is recruiting for the position of Finance Manager. Supervising a team of four accountants, this position assists the executive director in creating and maintaining an integrated program of accounting controls and budgeting and financial management.

LAA seeks applicants who prefer a somewhat unconventional accounting setting; who are comfortable interpreting broad guidelines on a case-by-case basis; and who will lead a diverse team. Applicants should be self-motivated, friendly, and able to adapt to changing priorities in an often-dynamic atmosphere. Those candidates who prefer a more controlled and regimented office would not be a good fit for this position.

The Finance Manager also works closely with the Deputy Director and the Procurement Officer to plan and coordinate financial structures, program coding and expenditure plans for the Agency and the Legislature based on legislation, direction from the Legislative Council and the Legislative Leadership. The position will be hired at a range 22 ($8,347.73 per month) or range 23 ($8,923.20 per month), depending on experience and qualifies for the standard State of Alaska benefit package.

The successful candidate should have extensive experience in IRIS and the Alaska Data Enterprise Reporting System (ALDER) or similar accounting and reporting systems. Preference will be given to those candidates who have demonstrated excellent leadership skills, have supervised and mentored employees, and have worked successfully in a team environment.

This position may be required to prepare and testify in legislative committees on fiscal notes and other items related to the Agency. The Finance Manager should have a working knowledge of the budget appropriation process.

Employees may apply for reimbursement for the cost of tuition and books for one undergraduate college-level course per calendar year for which they receive a minimum of a ‘C’ letter grade.

Work/Life Balance

Work/life balance is supported through:

  • The potential for flexible work schedules during interim when the legislature is not in session.
  • Agency staff may accrue as compensatory time up to 150 hours of hours worked over the standard work week. There is no cash value to compensatory time.
  • The State offers paid leave starting at 6:04 (h:mm) a pay period or 21 days a year. If you have previous time working for the State of Alaska in a leave eligible position, the time will be calculated into your accrual rate.
  • 12 paid State holidays each year

Minimum Qualifications

A bachelor's degree in accounting, finance, business administration, management, or a related field;

AND

Three years of progressively responsible budget and accounting work experience.

Substitution:

Six years of accounting experience, of which two years are at the professional level.
