Position Description

The Harris County Tax Assessor-Collector’s Office is seeking a dedicated, detail-oriented, and experienced Associate Director of Accounting to join our team.

The Associate Director of Accounting is responsible for supporting the Director of Accounting with special projects, workflow process improvements, and the supervision of the disbursements team. The Associate Director ensures accurate financial analysis, budget management, and timely reporting. Additionally, this position involves interacting with internal and external stakeholders, maintaining revenue and collection information, preparing financial projections, and supporting audit requirements for various jurisdictions and tax-related activities.

Duties & Responsibilities:

  • Assist the Director of Accounting with workflow process improvements and special projects that enhance department efficiency and effectiveness.
  • Supervise the disbursements team, ensuring tasks are properly allocated, completed on time, and accurately recorded.
  • Review and analyze monthly and annual financial data for management reporting, ensuring accurate presentation and insightful financial information.
  • Maintain revenue and collection information for budget preparation and statutory reports. Compare actual revenue against budgeted figures and perform variance analysis.
  • Prepare annual revenue projections and monthly reports comparing actual revenue to budget.
  • Conduct daily reviews of all bank accounts, ensuring accurate reconciliation and resolving discrepancies.
  • Review monthly reports on taxes and fees collected, ensuring correct allocation and reporting for financial accuracy.
  • Prepare month-end roll forward reports between the ACT collection system and tax ledger disbursement systems.
  • Respond to calls and inquiries from jurisdictions regarding disbursements and financial reporting, providing accurate and timely information.
  • Prepare allocation spreadsheets for new tax rates (HC, FC, and port by fund) and send them to auditors for posting in the county general ledger.
  • Respond to county compliance audit requests and external audit confirmation requests related to property taxes, hotel disbursements, and other financial matters.
  • Perform additional responsibilities as required to support the accounting department.

Requirements

Education and Experience

  • Bachelor’s degree in Accounting, Finance, or a related field.
  • 3-5 years of accounting experience, focusing on financial reporting, budgeting, and disbursements.
  • Proven experience managing staff and guiding a large-scale team.
  • Proficiency in accounting software and advanced Microsoft Excel skills.

Knowledge, Skills, and Abilities

  • Comprehensive understanding of GAAP and industry standards.
  • Ability to lead, supervise, and provide guidance to a team.
  • Experience in financial analysis, budget-to-actual variance analysis, and revenue projections.
  • Exceptional attention to detail, ensuring accuracy in all financial documentation.
  • Skilled at managing multiple tasks, prioritizing deadlines, and ensuring timely completion.
  • Strong written and verbal communication skills for liaising with internal and external stakeholders.
  • Ability to identify and resolve financial discrepancies and audit-related issues.
  • Willingness to adapt to evolving responsibilities and departmental changes.
  • Experience preparing for and responding to audits from both internal and external auditors.

  • High attention to detail and ability to meet deadlines under pressure.

  • Mon-Fri 7:45 am - 4:45 pm
  • Some overtime hours are required on weekdays and weekends
  • May require attendance at outside training seminars and/or conferences

Employment may be contingent on passing a drug screen and meeting other standards.
