Job description

Main Responsibility:

Management of Civilian Personnel Oracle HCM Payroll & Expenses technical service and delivery of all associated change.

This role is responsible for the Payroll Product set, Oracle reporting, live payroll operations, new service introduction, support provision (eg issue resolution, maintenance) in accordance with the DBS SLA, customer/stakeholder engagement, assessment, implementation and delivery of all related change.

The Payroll Lead is responsible and accountable for the delivery of the DBS Payroll & Expenses technical service including the delivery of all associated change. This role is specifically responsible for:

Service and Product Management

  • The management of DBS’ payroll and associated technical services/resources to time, cost, quality parameters and adherence of KPIs & PIs.
  • Delivery of all related updates/fixes/Oracle releases/Oracle Service requests/modifications/project deployments to the live environment, ensuring all changes are fit for purpose, adhere to end user requirements and are adequately supported.
  • Resolution of incidents and service requests in line with DBS Service Level Agreement timescales. Oversee and manage all corrective maintenance to rectify uncovered problems.
  • Effective stakeholder management (eg product owners/managers, Oracle, customer) with regards to service issues, updates, critical or priority incident.
  • Management of live technical Payroll operations and service introduction.

Change Programme:

  • Management, communication, co-ordination and timely delivery of the Impact Assessments, designs, development, unit testing and transition into live service of all Payroll related changes eg delivery of ~40 different Pay Awards per year to both internal and external customers.
  • Management of all Business Cases, delivery plans, Commercial arrangements, ensuring they are resilient, creditable and robust.
  • Effective stakeholder management with regards delivery

Resources:

  • Management/Co-ordination of all direct (application support) and indirect (Test, Project & Release Management etc) staff utilised during the execution of this role.
  • Securing resources (MoD or Industry) and agreeing management approach with the appropriate areas, ensuring alignment to the wider Civ Pers Change Programme and CIO priorities.
  • Management of all external resources retention (Contracting, recruitment, forecasting, verifying and accounting for expenditure).
  • Ensuring effective knowledge transfer and training has taken place
  • Coach and mentor direct reports, monitor performance levels and ensure these are aligned to MoD and DBS standards

Person specification

The following skills/experience/qualifications are desirable:

  • Proven track record of service delivery in the IT sector.
  • Proven leadership and Managerial skills
  • Good communication skills – both oral and written
  • System knowledge of Oracle HCM technology

The following are qualifications desirable:

  • P3M qualification e.g. Association for Project Management (APM), Agile

Allowances

The post does not offer relocation expenses.

Please be advised that the Department is conducting a review of all pay related allowances which could impact on those allowances that the post currently being advertised attracts.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.

This post is eligible for a Digital Skills Allowance of up to £15,300 per annum. Eligibility for this allowance will be assessed at interview against the 4 core technical skills only and reviewed annually in line with departmental policy.
