DBS has recently undertaken a review of its operational locations in the North West, and have consolidated all activities in Norcross, Blackpool. A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.

The Enterprise Risk Assurance Team are the central team within Defence Business Services who manage the corporate risk and assurance landscape, including the corporate risk register, and Annual Assurance Report. We set the Enterprise Risk Management Framework which sets the approach to risk management and assurance across the organisation, along with organisational risk appetite and the forward assurance plan.
The purpose of the team is to analyse and provide intelligence insights over all of the DBS risk and assurance data and providing findings and recommendations on all risk and assurance activities. The team sit within DBS Finance and Corporate Services business area; however, we are an Enterprise facing role and cover all aspects of DBS Risk Management. It is not a specialist role within the Finance area, so specialist knowledge of Finance is not required. Our team’s customer base is internal to DBS, Defence and Wider Government as needed.
The Risk Analyst is the lead support for the Risk Assurance Lead, covering Business Area Risks to form an enterprise view of risks and issues. Reporting findings and areas of enquiry to the Risk Assurance Lead to inform risk discussions and reviews.
Lead on Risk Appetite assurance reviews on DBS Business Area risks, assuring alignment with the DBS Enterprise Risk Appetite, reporting any inconsistencies to the Risk Assurance Lead,
Lead on Horizon Scanning covering anything that would impact DBS from a Risk perspective, ensuring that anything is accurately recorded in the Business Area Risk Registers and Assumptions, Dependencies, Opportunities and Threats (ADOT) Register. Informing Business Area Risk Leads of any potential impacts to their business area and escalating any pan-DBS impacts to the Risk Assurance Lead
Lead on the administration and management of Business Actions in the DBS Action Bank, ensuring all entries are accurately captured and evidenced. Provide scrutiny over any new actions to ensure they will effectively support the management of the risk or issue.
Lead on the analysis of the effectiveness of risk actions, identify and remedy any blockers to delivery of action where possible, escalating complex issues to the Risk Assurance Lead via the monthly Risk Analysis report.
Support with the analysis and evaluation of all DBS Business Area risk registers, working with the business area risk leads to ensure effective and appropriate management, mitigation and escalation of risks to senior management as required.
Attendance at DBS Business Area Risk meetings, providing summary reports to the Risk Assurance Lead.
Maintenance of the Risk elements of the DBS Risk Assurance Hub and ensuring that all Risk guidance material is up-to-date and accurate.
Responsibilities
Monthly Risk Appetite assurance reviews on DBS Business Area risks, assuring alignment with the DBS Enterprise Risk Appetite, reporting findings to the Risk Assurance Lead.
Monthly Horizon Scanning
Weekly Administration and scrutiny of all Business actions in the DBS Action Bank
Monthly action effectiveness reviews
Monthly analysis and evaluation of DBS Business Area Risk Registers
Regular attendance DBS Business Area Risk meetings and adhoc attendance at other risk meetings as directed by the Risk Assurance Lead.
Regular review and maintenance of the Risk elements of the DBS Risk Assurance Hub and Risk guidance, with a formal annual review of all risk guidance material.
