Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent and Astute Class Attack Submarines. It is an operational support and maintenance Naval Base and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). HMNB Clyde is the single operational home of the Submarine Service and will become the UK’s Submarine Centre of Excellence. This Single Integrated Operating Base is to ensure that the Royal Navy is able to deliver its operational commitments. This provides an excellent opportunity for commencing and developing an exciting and challenging career within the MOD and Civil Service.

The HMNB Clyde Security Organisation (CSyO) is responsible for the Force Protection measures that protect the establishment, including CASD, SSBN and SSN submarine programmes, and the Nuclear Weapon programme from a wide range of threats. An established part of this organisation is the Counter Intelligence (CI) Section. A rare opportunity has come available to join the Section as a CI Insider Risk Program Manager, a position which has responsibility for identifying and counteracting the insider threat and risk to security.

You will be part of a multi-disciplinary team led by the Counter Intelligence Authority within the wider CSyO - a small, busy, but incredibly friendly CI Section, working the most important security and CI issues across the establishment and maintaining intelligence community and law enforcement relationships and collaboration across the local, regional and national level. The HMNB Clyde CI Section is the focal point for co-ordinating the response to all CI threat related activity and maintains an unrelenting focus on supporting security operations at the Naval Base. The Clyde CI Mission is to identify and understand threats to security at the establishment posed by threat actors, including Insiders and exploits opportunities by undertaking pro-active CI operational activities and investigations to mitigate and counteract the threat in order to protect HMNB Clyde’s information, personnel and assets.

Job description

The CI Insider Risk Program Manager is responsible for supporting the operational capability of a multi-functional CI Insider Threat Detection Cell. Key responsibilities include, but are not limited to:

Gather, integrate, review and respond to suspicious activity and information indicative of potential insider risks within the HMNB Clyde workforce that is derived from CI, Cyber, Personnel Security, Access Control, HR and other technical data sources.

Provide support to the CI Authority for designing, building and delivering the HMNB Clyde Insider Threat Detection Cell and reviewing and updating the HMNB Clyde Concept of Operations (CONOPS) and governance arrangements for the Insider Threat Strategy and Planning documents.

Support the CI Authority with the design and implementation of the HMNB Clyde Insider Risk Executive Management Group and the Insider Risk Working Group.

Analyse and fuse available datasets to identify members of the HMNB Clyde workforce who present a potential insider risk or threat and fuse the information from multiple sources to develop a better understanding of the security risk and facilitating positive outcomes.

Working with the Clyde Cyber Security Operations Centre, use behavioural and data analytics to identify underlying trends and uncover anomalies, patterns and attributes and escalate suspicious activity for further CI and Personnel Security investigation.

Develop Insider Threat and Risk thresholds for casework management and provide a single repository for Insider Risk information, synchronizing and sharing threat information.

Triage anomalous events generated by the HMNB Clyde Insider Threat Detection Cell, assess risk and elevate those of concern to the CI Authority.

Prepare and present findings in reports, briefings and presentations, including producing analytical reports on insider threat trends and potential future threats.

Manage the HMNB Clyde Insider Threat Incident Response Plan, ensuring a process for escalation to MOD DSR and DCI and compliance with MOD Insider Threat policy, including privacy and legal requirements.

Develop and maintain subject matter expertise on CI threats, insider risks and Personnel Security.

Develop cross government and inter departmental relationships and promote partnership and collaboration working with MOD Insider Threat colleagues and across the UK Intelligence Community and Government Security Group.

Interface with the SO2 Security Behaviours and Culture to raise awareness and develop security education briefings that assist with informing Naval Base personnel of potential insider risk behaviours and reporting arrangements.

This position is advertised at 37 hours per week.

Person specification

We are looking for someone with an understanding of Behavioural Security risks, concepts and principles of sensitive data collection, preparation and analytics. This role will work within a CI team comprising of CI and Insider Risk Analysts, CI Investigative Officers and other Personnel Security, Vetting and Aftercare professionals. 

The successful applicant will have an exciting opportunity for developing their knowledge and experience within the Government Security Profession with learning, development and training to become a qualified Counter Intelligence and Insider Threat Professional. All Security, CI, Vetting, Insider Risk and data analytics-essential training and qualification courses will be provided.

Required Knowledge and Experience:

Desirable knowledge of insider risk management, current and emerging threats to UK Defence and experience of conducting analysis, casework management, investigations and providing threat awareness briefings;

Knowledge of intelligence and casework analysis, User Activity Monitoring and risk assessment tools and strategies;

Understanding of MOD and the wider Government Security Profession network;

Experience in producing and delivering briefings to inform Seniors of threats and risks.

Ability to operate in a mixed military-civilian environment;

Essential:

Successful candidates will need to demonstrate:

Experience of working in either; an Intelligence, CI, Insider Risk or Personnel Security casework and analysis environment. Those without this experience must be prepared to undertake on appointment an extensive and demanding program of CI, intelligence analysis, data analytics and counter-insider threat professionalisation training to obtain appropriate qualifications.

Excellent oral and written communications skills and strong interpersonal and organisational skills;

Proven ability to develop good working relationships with a variety of internal and external partners;

Proven ability to plan, organise and manage investigative casework to deliver the best quality and efficient service;

Strong analytical skills and sound judgement to evaluate complex information from multiple data sources and to make effective risk-based decisions;

Driving licence- Cat B required.

Licences A full Category B (car) driving License is required for this role as it involves driving to various locations, sometimes at short notice to deliver the CI Section and Insider Threat Detection Cell job role outputs. The successful candidate will be expected to undertake driving duties, using a Service vehicle to undertake routine business as part of their role.

This is a Ministry of Defence Reserved Post and is open to sole UK nationals only, successful applicants will require a Developed Vetting (DV) National Security Vetting clearance. You will usually need to have been a resident in the UK for seven out of the last ten years before applying for a role with us. This is particularly important if you were born outside the UK. Certain posts within the Ministry of Defence have restrictions which could affect those who do not have sole British nationality or who have personal connections with certain countries outside the UK, it is important that you read the guidance before applying for a role requiring DV clearance.

This role requires candidates to obtain STRAP clearance, which is an additional layer of clearance for some sensitive roles in addition to DV. STRAP clearance will be applied for once the candidate has obtained DV clearance in pre-employment checks and both must be confirmed before the successful candidate can start in the role.
