Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. 

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons. 

The Security Assurance Manager role is a key function within the Clyde Security Organisation and is responsible for delivering level 1 (internal) security assurance, enabling level 2 (external) security assurance and working with the Defence Nuclear Security Regulator to ensure compliance with MOD security policy.

This position is advertised at 37 hours per week. 

Job description

The job is split into three distinct areas:

  • Delivering internal security assurance - in conjunction with other members of the Clyde Security Organisation, the Security Assurance Manager will plan and oversee a programme of activities to provide confidence that the security arrangements within HMNB Clyde are adequate to protect its mission and assets. This involves working with individual units within Faslane and Coulport to conduct protective security advisory visits and inspections, prepare and issue follow-up reports and maintain the annual Protective Security and Operational Resilience calendar of events.
  • Enabling external security assurance - HMNB Clyde is subject to inspection and assessment by a number of external agencies, the Security Assurance Manager works with them to understand their requirements and plan their visits to impart an understanding of its security arrangements which allows them to feed back to their parent organisations (Navy Command and Defence Nuclear Organisation among others) the adequacy of HMNB Clyde's security system. This involves building relationships across the Defence Nuclear Enterprise and within Navy Command to ensure these visits are successful and delivery mutual outcomes.
  • Interaction with Defence Nuclear Security Regulator (DefNucSyR) - the security assurance manager is responsible for coordinating inspections and assessments from DefNucSyR to demonstrate compliance with the Defence Security Conditions contained within JSP628 - Security Regulation of the Defence Nuclear Enterprise. This involves the collation and presentation of evidence from multiple sources and managing any recommendations or actions presented to the establishment.

Person specification

The successful applicant will be able to demonstrate the following essential criteria:

  • The ability to build relationships at all levels across the Naval Base to promote and deliver the Security Assurance Programme. 
  • Excellent oral and written communication skills to prepare reports and communications.
  • Demonstrable experience of planning and organising a programme of events in an operational environment.
  • The ability to both lead and work within multi-disciplinary teams to delivery agreed outcomes.

The successful applicant may also be able to demonstrate the following desirable criteria:

  • Experience of working within an assurance function.
  • Experience of working within a Nuclear environment.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses. 

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
