Social Worker I - Community Based Services - Non-Merit

A Non-Merit vacancy exists in the Baltimore County Department of Health and Human Services, Community Based Services. 

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

Under the close supervision of a Licensed Certified Social Worker, provides direct professional social work services to callers of the Coordinated Call Center and Emergency Related Weather Events within the County.

Essential Job Duties

  • Collects data on health, family, and social background pertinent to diagnosis and treatment of individuals in a social services, health, or mental health program. Assists in evaluating individual needs and developing treatment or service plans. 
  • Conducts investigations of clients' living/environmental conditions to determine the clients' safety and well-being. Assesses individuals for eligibility and suitability for special programs. Assists clients and their families with the prevention or alleviation of personal or environmental problems through individual or group counseling/therapy. 
  • Provides crisis intervention and short-term intensive case management to clients that have housing crisis due to emergencies and/or weather-related events. Assesses vulnerability, strengths and needs, prioritization of callers to the Coordinated Entry Call Center and records data in HMIS system. 
  • Provides after hours coverage for the Coordinated Entry Call Center providing support to police, hospitals and other emergency personnel working with homeless individuals that need assessment for shelter. Assists with clients experiencing housing crisis due to emergencies and/or weather-related events. 
  • Attends staff conferences and meetings related to progress of patients/clients. Contributes to program evaluation and research. Prepares case histories and other reports, maintains records on social services rendered, and monitors activities of patients/clients.

Maintains contact with other health, education, and welfare agencies and professionals in order to assure that the needs of clients are met.

Interprets specific program policies and procedures to patients/clients and other interested parties. 

Examples of Other Duties

  • Makes home visits and evaluates living/environmental conditions. 
  • Transports clients.
  • Attends training and seminars. 
  • Assists in emergency mass care and shelter as needed by DSS/HHS.
  • Performs other related duties as required.

Qualifications

Training and Experience 

Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education.

Knowledge, Skills, and Abilities (Entry Level)

Knowledge of the principles, practices, and theories of social work and human behavior. Knowledge of the diagnosis, treatment, and management of social, mental, and emotional dysfunctions. Knowledge of current social, economic, and health problems. Knowledge of individual, family and group therapy dynamics and techniques.

Skill in applying social work theories and principles to a variety of case settings. Writing skill necessary to complete forms, case histories, and reports. Good interpersonal skills.

Ability to gather and assess information for the purpose of evaluation or assessment. Ability to assess needs of patients/clients. Ability to assist in developing effective treatment or service programs for individuals and to provide crisis intervention. Ability to lead goal-oriented individual, family, and group counseling or therapy sessions. Ability to interpret and apply Federal, State, and local guidelines, regulations, and procedures for practicing social work services. Ability to prepare accurate and comprehensive reports. Ability to establish effective working relationships with all contacts.

Knowledge, Skills, and Abilities (Full Performance)

Knowledge of applicable Federal, State, and local regulations, procedures, and guidelines. Knowledge of alternate and additional resources for clients/patients. Knowledge of County and departmental rules, regulations, policies, and procedures relating to the performance of duties.

Licenses and Certificates

Possession of a valid license, issued by the Maryland Board of Social Work Examiners, as a Licensed Master Social Worker (LMSW) is required at the time of application.

Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions at the time of appointment.

EXAMINATION PROCEDURE 

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees must maintain licenses and certifications throughout the course of their employment.

Some positions in this classification may be required to respond to emergency situations and work overtime with little or no notice.

Some positions in this classification require completion of an approved training program and must pass a competency test by the second training available after appointment to this classification.

Physical and Environmental Conditions

The work of this classification is essentially sedentary but may include occasional walking, standing, and/or other limited physical activities.

Some positions within this classification require traveling between work sites.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement

Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave

Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
