A vacancy exists in the Department of Community Based Services / Detention Center

Examples of Duties

Job Purpose

Under general supervision, provides professional social work services to inmates at the Baltimore County Detention Center through providing group facilitation, individual and group counseling, and service coordination. 

Essential Job Duties

Provides group facilitation services for offenders within the Baltimore County Detention Center. The groups are psycho-educational, therapeutic, and informational in nature.

Recruits' participants for programs and monitors attendance and outcomes of programming.

Provides data entry and data management functions which include completing monthly reports and maintaining group records while meeting COA and Agency standards and/or requirements.

Develops and implements programs, writes curricula and provides continual CQI assessment of the program.

Consults with Department of Corrections providers and other service providers; participates in service coordination meetings; coordinates scheduling of services and acts as a liaison with the legal system by reporting progress and participation of clients.

Provides offenders with information, resources, and referrals as needed. Assesses offenders for needs and links clients to services through appropriate referrals. Provides encouragement and guidance with family connections and crisis counseling.

Emergency Operations: Participates as needed in agency’s mandated obligation to provide mass care and shelter under direction of County or State Emergency Operations Center

Provides customer service to both internal and external customers that meets or exceeds the standards set by the Department.

Clinically assesses safety factors and risk factors.

Interprets and applies existing laws, rules, and regulations pertaining to social service programs.

Prioritizes workload to meet timeliness standards.

Qualifications

Required Qualifications

Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education;

Plus

Two years' experience rendering professional social work services.

Education beyond a master's degree from an accredited college or university in the field of social work may be substituted on a year-for-year basis, up to a maximum of one year for the required experience.

Preferred Qualifications

At least two years' experience providing counseling services

Excellent written and verbal communication skills

  • Knowledge of the principles, practices, and theories of social work and human behavior. 
  • Knowledge of the diagnosis, treatment, and management of social, emotional, and mental dysfunctions. 
  • Knowledge of current social, economic, and health problems. 
  • Knowledge of individual, family, and group therapy dynamics and techniques. Knowledge of social work programs, and program evaluation methods.
  • Knowledge of alternate and additional resources for clients/patients.
  • Skill in applying social work theories and principles to individuals in a social work program. 
  • Skill in the development of effective treatment or service programs for individuals and their families and in providing crisis intervention. 
  • Skill in leading goal-oriented and long term individual, family, and group counseling or therapy sessions. 
  • Skill in interpreting and applying Federal, State, and local guidelines, regulations, and procedures.
  • Skill in preparing accurate and complete, forms, case histories, and reports.
  • Skill in establishing rapport with clients/patients. 
  • Good interpersonal skills.
  • Ability to establish effective working relationships with all contacts.
  • Ability to gather and assess information for the purposes of evaluations and client needs.

Knowledge, Skills, and Abilities (Full Performance):

Knowledge of applicable Federal, State, and local regulations, procedures, and guidelines. Knowledge of County and departmental rules, regulations, policies, and procedures relating to the performance of duties. Knowledge of program organization and functions. 

Skill in assisting in the evaluation of programs and services. Skill in instructing others. Skill in setting and meeting standards for assigned program and services. Skill in reviewing and coordinating the work of others. 

Licenses and Certificates

Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Social Worker is required at the time of application. Employees must maintain LCSW-C Social Work license in good standing with the Maryland Board of Social Work Examiners. Employees must maintain licenses and certifications throughout the course of their employment.

Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions at the time of appointment.

Proof of Licenses, Certifications and Education

Applicants are required to submit proof of licenses, certifications, and education beyond high school to meet the required qualifications of the position. Diplomas or transcript must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of the training and experience as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation.

Conditions of Employment

Some positions may require satisfactory completion of County sponsored CPR and First Aid training.

Employees must maintain licenses and certifications throughout the course of their employment.

Some positions in this classification may be required to respond to emergency situations and work overtime with little or no notice. 

Some positions require employees to complete an approved training program and must pass a competency test by the second training available after appointment to this classification.

Physical and Environmental Conditions

This position is essentially sedentary with occasional walking, lifting, or other restricted physical activities. Position may require traveling between work sites. Position may be required to respond to emergency situations and work overtime with little or no notice.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance

General Increases - Cost of living increases and adjustments may be granted as legislated.

Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
