Program Summary

Job Summary

Under general direction, Possesses supervisory/lead responsibility over a group of technical staff on very large projects. Further responsibilities include the liaison with the engineering firm for the project, and preparation of executive reports, initiation of progress reporting systems and interfacing with client representatives. Provides constructability to engineering. Observes site conditions in order to call for any necessary design changes. Checks levels and positions of existing structures and pipelines shown in the contract and reports discrepancies to the project's Registered Engineer. Designs such works as may be delegated to him by the Registered Engineer. Acts as the channel of communications with the Contractor on all matters relevant to the satisfactory completion of the works under the contract. Supervises the work to ensure that it is carried out in accordance with the contract. Supervises in general the methods adopted by the Contractor for the execution of the works undertaken by him in order to ensure satisfactory execution. Checks that all notices and wayleaves are arranged in a timely manner. Ensures that there is no delay in providing the Contractor with full information required for the ordering of Prime Cost Items. Supervises and records any tests of materials. Ensures that up-to-date record drawings are produced. Ensures that progress photographs are taken and maintained. Maintains careful notes of all disputes arising out of the interpretation of the contract so that, if necessary, the form of contract and specification can be amended for similar future works. Assures implementation of the company's Safety Policy. Notifies the Contractor and others of any hazardous situations. Typical requirements include an undergraduate degree in Engineering or Construction Management and a minimum of 10 years’ experience, with an average experience of 20 years.

Roles and Responsibilities

  • Under the supervision of the IDIQ Manager, the position is responsible for managing all aspects of the operation and construction of Indefinite Delivery Indefinite Quantity (IDIQ) and CapEx Projects.
  • Managing the construction delivery team to ensure all activities are provided in compliance with the project deliverables. Drive a culture of zero accidents and zero defects to meet Delivery Milestones to provide the best service to the customer through a continuous review of all aspects of the project status.
  • Oversees all onsite and offsite construction activities to monitor compliance with the SOWs, approved drawings, Task Order budgets, applicable codes, and safety regulations.
  • Take the lead with Constructability Reviews, Project Rehearsal, and Fit for Assembly sign-off which drives outperformance and innovation where possible
  • Facilitates project construction kick-off meetings and partnering sessions
  • Manage project design and/or construction efforts, including schedules, contract deliverables, funding, and day-to-day project oversight.
  • Supervise the construction, alteration, and installation of structural, electrical, mechanical, and architectural systems and other work requirements to ensure that they are carried out IAW the contract.
  • Plan workloads and schedules work assignments.
  • Reviews shop drawings and submittals and provide the COTR with a recommendation for approval/disapproval Notify the Government in writing of non-compliant safety hazards and recommended corrective actions.
  • Ensures that up-to-date record drawings are produced.
  • Read and interpret blueprint and provides sketches as necessary.
  • Liaises and interfaces with the client representatives for each project prepares executive reports and ensures the accuracy of progress reporting systems.
  • Prepares and monitors project schedules and budgets; provides technical guidance and assistance on contracting and construction-related issues; directs design efforts; recommends construction documents for approval and provides oversight of any follow-on maintenance programs.
  • Check locations and alignments of existing structures and utilities as shown in the project designs and report any discrepancies to the IDIQ Manager.

  • Promotes safety awareness and quality control programs on the job site. The document notifies the appropriate authorities and proposes solutions to all project discrepancies and all hazardous conditions.
  • Performs other work-related duties and responsibilities as assigned to meet organizational/operational objectives

Basic Qualifications

  • Must have knowledge of construction management processes, means, methods, building products, construction details and relevant rules, regulations, and quality standards.
  • Must have experience with planning, scheduling, and controlling large-scale projects.
  • Must have experience in construction of concrete and steel structures.
  • Understanding of all facets of the construction process.
  • Strong leadership, project management, team building, and presentation skills.
  • Handle multiple, demanding, and complex projects promptly with accurate results.
  • Must have good oral and written communication skills which enable to effectively liaise with clients, other departments within the organization, subcontractors, and clients, and also report directly to the Senior Management.
  • Must pass overseas medical screening and be in good health.
  • Must be contract oriented and computer literate in Microsoft Office software.
  • Must have a valid and be able to obtain driver’s license in country of Origin

Preferred Qualifications

JOB SPECIFICATIONS: SPECIAL CERTIFICATIONS OR TRAINING

  • Knowledge of the Electronic Construction Management System (eCMS) would be considered a plus.
  • Knowledge of Primavera P6 would be considered a plus.

EDUCATION:

  • Must have at least a high school diploma is required; an associate or bachelor’s degree in Construction Management, Architecture, Engineering (Civil, Mechanical, or Electrical) or equivalent is highly desired.

EXPERIENCE:

  • Ten (10) years minimum total experience in construction management with Five (5) years as Supervisor or Superintendent of various construction projects.
