Job summary

The Head of Incident Management and Resilience role is to investigate and manage reporting of security incidents and breaches within the department and to lead the Business Continuity and Crisis Management functions. You will be an experienced security and/or business continuity professional and the role will suit someone who is comfortable working in a fast paced crisis or incident response environment. The role reports to the Cabinet Office Head of Protective Security [Grade 6].

Job description

The role has oversight for the reporting, collation, collection, investigation and management of security incidents within the department providing a strategic view and operational advice in response to existing and emerging security-related incidents to senior stakeholders up to Ex-Co level. The post holder will be expected to analyse incident data to assess for trends, identify ways of improving processes and work with other colleagues to implement mitigations as required.

The role demands an assured and competent leader who can manage building departmental resilience for ~10000 staff working across ~40 business units and ~30 sites to ensure the department can continue to deliver during periods of business disruption. 

Responsibilities

  • Deputise for the Head of Protective Security where required;
  • Continuous improvement of Incident Management, Crisis Management and Business Continuity practices to build confidence in senior leadership that the programme is sound and fit for purpose;
  • Provide reporting against business plan milestones and escalation of issues up to board level with both internal and external stakeholders; 
  • Delivery and execution of the department’s Business Continuity and Crisis management plans;
  • Assurance of business continuity and crisis management plans including the delivery of a testing and exercising programme;
  • Influence wider cross government risk activity and policy that may stem from the National Security Risk Assessment, Government Security Group and other stakeholders across HMG;
  • Drive the professional development of yourself and your team driving a culture of continuous learning & development;
  • Oversight of the incident management team including developing policies & processes as well as managing and investigating significant incidents.
  • Lead a team of 4 individuals;
  • Oversight of resilience risks ensuring these are effectively managed and escalated as appropriate;
  • Ensuring there is a programme of education & awareness activity in place that is designed to reduce incidents and increase departmental preparedness; 
  • Work closely with internal and external stakeholders such as within the security team, health & safety, digital, estates, NPSA and other government departments to ensure that processes are aligned;
  • Any other work in support of the Security & Resilience team’s objectives as required;
  • There may be a requirement to work outside of normal hours in periods of crisis.

Person specification

Essential Criteria

  • Experience of working in a resilience, business continuity, crisis management or security environment;
  • Line management experience;
  • The ability to lead change;
  • A pragmatic decision maker with confidence in the presence of seniors and stakeholders;
  • Highly organised and capable of managing own and others' time effectively;
  • Strong written and verbal communication skills;
  • Proactive in identifying and resolving issues.

Desirable Criteria

  • Membership of the Security Institute, Business Continuity Institute or equivalent.

To Note

The successful role holder will require DV Clearance. It is not necessary to have existing DV clearance to apply for the role.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
