Main Purpose:

Manage all the technical and operations aspects of PUMA ENERGY’s aviation operations business in the country/region. This includes the PUMA staffed airport and agencies managed specific locations.

It is the responsibility of the Aviation Operations Department to maintain our license to operate by ensuring that the products sold are handled and stored such that they meet the required mandated standards, and the facilities are designed to conform to all PUMA stringent standards, local legislation and the latest HSSE standards and that the airports are managed efficiently and safely.

HSEC

  • Implement PUMA SAPS standards for Procedures, Quality and HSEC. Comply with company requirements and systems relating to SAPS, HSEC & Quality and other company policies.
  • Ensure that all our sites operate to competent operations procedures that have been tailored to the requirements of the individual operations.
  • Ensure that Airport HSE management system is implemented at all airports.
  • Ensure that all operations meet National Legislative requirements pertaining to HSEC.
  • Ensure that all our airports have effective Emergency Procedures in place, and that these are tested on a regular basis, with third party participation as appropriate

PEOPLE MANAGEMENT

The Country Aviation Operations Manager (CAOM) is accountable for:

  • Personal Leadership – set high personal standards, lead by example, ensure follow through, and demonstrate Commitment to building a motivated workforce.
  • The efficient management of all operations staff within the country.
  • Ensuring that the Head Office and all Airports are adequately staffed to support the airport operations and all aspects of PUMA Management requirements.
  • Recruit, Train & coach staff to develop a highly skilled team, dedicated to ‘getting it right first time, every time’. Ensure operational staff are Competent to carry out their roles.
  • Communicate and ensure Compliance around PUMA expectations & standards.
  • Take active interest in all staff’s wellbeing to ensure they are physically and mentally fit to carry out their duties and if they are not seek ways of facilitating a recovery.
  • Manage industrial relations and disciplinary procedures in accordance with Company personnel manual, conditions of employment, union agreement as appropriate

QUALITY CONTROL

The CAOM is accountable for ensuring that there is Product Quality Assurance Organisation within the country. The organisation shall have individuals trained and nominated to carry out the following roles;

  • Country Product Quality Inspector
  • Site Product Quality Inspectors
  • Product Quality Inspectors

The CAOM is accountable for ensuring that there are appropriate systems in place to manage the product quality throughout the distribution chain

The CAOM is accountable for ensuring that he/she is fully satisfied with the quality of the aviation fuels

  • Supplied by refineries and terminals
  • Received by the airport depot. 
  • Stored and handled within the depot.
  • Transferred to the into plane companies or sold to the customers at the airport.

And the associated quality documentation thereof.

STANDARDS & ENGINEERING ASSURANCE

The CAOM is accountable for all construction and implementation of Engineering projects within his/her country.

  • Ensuring that all projects are built according to specification and in accordance with HSSE standards.
  • Ensuring that PtW processes are in place for all Engineering works and in some cases he/she will be appointed as the Permit to Work Authority.
  • Commissioning and related documentation of all Engineering projects.

OPERATIONS & ASSURANCE

The Country Operations Manager (CAOM The Country) is accountable for the Complete management of all Technical and Operations activities within the country.

It includes but is not necessarily limited to:

  • Accountable for all PUMA Airport Operations and Technical issues ensuring that Standards and Procedures throughout the country at all airports are in accordance with PUMA and Country Legislated Standards and Procedures.
  • Implementation of all PUMA processes and systems to ensure standards at all sites and distribution depots
  • Effective management of all Site risks including applying tools to recognize and minimize risk
  • Thorough application of Management of Change
  • Ensuring that all staff are Competent to carry out their assigned duties
  • Optimizing the efficiency of the operation
  • Implementation of Technical Ops Bulletins actions
  • Accountable for drawing up the annual Operations Integrity plan using the appropriate process as defined by the Technical Function
  • Accountable for the implementation of the OI plan and monthly reporting on progress.
  • Ensuring that there is an appropriate Assurance program in place to provide assurance to the General Manager and Regional; Aviation Operations Manager
  • Implementation of recommendations from various operations and technical audits.

The CAOM optimizes the performance of the operation through guiding the efforts of teams to focus on improving the abilities of field staff, finding root causes to problems and implementing system-wide improvements, Communicating and working to achieve individual and group expectations, and organizing the contributions of others to achieve superior customer service. Incident prevention, investigation and reporting is a key role. 

The CAOM is accountable for;

  • Management of both Operations CAPEX and REVEX, including planning, implementation and control. Determining key indicators at all airports and managing and reporting these.
  • Purchasing System review and appropriateness
  • Constantly seeking cost saving efficiencies
  • Maintenance of Asset Register.
  • Cost effective management of the operation. The Ops Manager constantly strives to reduce cost wherever practically possible. He challenges traditional practice and strives to be innovative.
  • Establishing a system of key indicators that will allow him to establish the cost profile of the airport operations
  • Assisting the Marketers on new developments and ad hoc contracts by communicating marketing intelligence.
  • Stock control at all the airports and being able to identify trends, irregularities and implementing remedial action
  • Ensuring that all locally legislated standards are taken into consideration when operating procedures are established at all airports.

COST MANAGEMENT

  • Manage, in consultation with appropriate business managers, all operations and capital budget planning and expenditure. 
  • Approve purchases of new equipment and/or services, and coordinate and supervise investment budgets and Capital expenditures according to the Puma DOA. 

Projects management (new builds and rebuilds).

The CAOM coordinates with Engineering in monitoring and completion of Capex and major Opex projects.

Requirements:

Experience: 

  • Tertiary qualification in Engineering or other relevant discipline, or 10 years more aviation experience. A post graduate qualification in Business would be an advantage.
  • Minimum of 4 years hands on experienced with aviation operations and on aviation equipments.
  • Relevant work experience in Airport refuelling operations
  • Leadership experience in aviation operations..
  • Thorough knowledge of Aviation Product Handling procedures, equipment and quality control.
  • Product quality control of aviation fuels and lubricants.
  • HSE systems pertaining to the business and country legislation requirements.
  • Proven track record as being able to self-manage and manage, motivate and coach others.

Skills: 

  • Knowledge of Microsoft Office, safety standards, operating procedures and regulations.
  • Home language with excellent English Communication skills,

Competencies: 

  • Good leadership skills, Communication and organizational skills.
  • Strong initiative and independence.
  • Competent leading diverse teams (and ideally with remote teams).
  • Challenge normal thinking, procedures and practices.
  • Proficient networker both in-house and externally.
  • Ability to travel up to 50% of the time and to work abnormal hours.
  • Ability to develop and maintain client relationships
