Project Summary:

The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments, and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Under MENA MELS, the MSI team will conduct a mid-term performance evaluation of USAID/Egypt’s University Centers for Career Development (UCCD) activity. The purpose of this mid-term evaluation is to assess the activity’s performance and progress towards achieving its key objectives and expected results. The evaluation will also serve a learning purpose to identify areas for programmatic correction (if needed) for the remaining period of the activity implementation, to assess the sustainability of the “graduated” career centers and to inform future Mission programmatic decisions.

Position Summary:

The Senior Education Expert will support the Team Lead and other team members in carrying out all necessary tasks to complete the UCCD evaluation. The Expert will support the Team Lead in the document review, instrument development, and data collection planning process. The Expert will ensure that the methodology is suited to the Egyptian university context and operating environment. The Expert will also participate in conducting data collection, in analyzing the data, and writing sections of the evaluation report. This is a short-term position expected to take place between June 03, 2024 – September 20, 2024. The expected level of effort is approximately 55 days.

Responsibilities:

  • Identify and analyze research relevant to the evaluation research questions.
  • Provide contextually relevant information on higher education institutions and student support systems, government priorities, and the overall education landscape in Egypt.
  • Participate in the development and revision of instruments including pretesting and finalizing the instruments based on USAID review.
  • Coordinate and conduct data collection efforts including conducting key informant interviews and focus group discussions in consultation with the Team Lead; stakeholders may include MOE officials, government officials in higher education institutions, and students and alumni of the project. 
  • Study data and contribute to report writing.
  • Support the development and delivery of the evaluation presentation.
  • Coordinate with the Team Lead and other team members.

Qualifications:

  • Master’s degree in international development, education, social sciences, or other relevant field from an accredited institution is required.
  • Minimum 10 years of experience working on researching topics including higher education, career counseling, and/or employment services required.
  • Minimum 10 years of experience in the MENA region preferred.
  • Experience with higher education evaluations preferred.
  • Strong organizational, analytical, writing, and oral presentation skills required.
  • Oral and written proficiency in English and Arabic required.
