Project Summary:
MSI implements USAID’s Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous research, assessments, evaluations and learning activities for USAID’s Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including Egypt. Project services include monitoring systems, evaluations, assessments, and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Under MENA MELS, the MSI team will conduct a mid-term performance evaluation of USAID/Egypt’s University Centers for Career Development (UCCD) activity. The purpose of this mid-term evaluation is to assess the activity’s performance and progress towards achieving its key objectives and expected results. The evaluation will also serve a learning purpose to identify areas for programmatic correction (if needed) for the remaining period of the activity implementation, to assess the sustainability of the “graduated” career centers and to inform future Mission programmatic decisions.
Position Summary:
The Team Lead will conduct the UCCD performance evaluation in close collaboration with the MSI Headquarters team and local experts. The Team Lead will lead the evaluation team and contribute to reviewing document/literature, conducting high-level interviews, and analyzing data. The Team Lead will design the evaluation framework, draft the evaluation report and other evaluations deliverables. Data collection will be expected to combine in person and remote methods, and travel to Egypt. The period of performance is from June 3, 2024 – September 20, 2024. The expected level of effort is approximately 55 days.
