Job Summary

The Program Specialist will support the Homeless Education Resources and Outreach (HERO) Office, district departments, school-based teams and community partners with all aspects of compliance under the federal McKinney-Vento Act. The Program Specialist will support the development, implementation and evaluation of direct services and systemic programming for students experiencing homelessness within the MNPS school district.

Essential Duty 1:

Provides high-level support and guidance to ensure compliance with federal law and local district policy by handling information requests and answering questions from district administrators, district departments, school staff, families and community partners.

Essential Duty 2:

Develops and delivers professional development to district staff, community partners and other stakeholders. 

Essential Duty 3:

Assists school staff and community in developing resources to support the needs of students and families experiencing homelessness. 

Position Specific Responsibility 1:

Facilitates and leads monthly advisory council meetings of district staff, HERO families and community partners to ensure program supports are aligned with needs

Position Specific Responsibility 2:

Establish a partnership with school staff to provide on-going consultation and monitoring in schools where there are challenges that need to be addressed and best practices that need to be highlighted

Position Specific Responsibility 3:

Collects, maintains and analyzes data for programs and partnerships supporting students experiencing homelessness, other partners/divisions and MNPS goals.

Position Specific Responsibility 4:

Develops and maintains written and digital materials to communicate with varied audiences about The McKinney-Vento Act, HERO Program services and community resources.

Position Specific Responsibility 5:

Assists with short-term transportation for students experiencing homelessness in order to minimize student absences while transportation requests are being processed.

Position Specific Responsibility 6:

Manages interns and volunteers engaged with specific program projects.

Position Specific Responsibility 7:

Completes other assignments as required (supporting school and district events, creating forms/documents, team support, etc.)

Performs other duties or tasks as required or assigned which are reasonably within the scope of the responsibilities in this job classification.

Education and Experience Requirements

Education (training/degree):

Associates degree, Bachelor’s degree preferred

Licenses, Certifications or Registrations Required:

Valid driver’s license

Experience:

Minimum of 3-5 years of personal or work experience in dealing with social service agencies or schools with strong preference to candidates with knowledge of local community resources for those experiencing homelessness

Skills Required:

Strong written communication and interpersonal skills, time management, responsibility, self-motivation, communication, proficiency with Word, Excel, PowerPoint, and Outlook. Ability to work successfully in a team; Ability to be flexible in schedule and duties.

Meal Deduction – Most Bransford office and district level employee have a meal deduction. They are scheduled 8.5 hours per day and get an hour lunch. Itinerants and retirees get a 30 minute lunch period and therefore do not have a meal deduction. All school based employees will not have a meal deduction. Auto Meal Deduction

Travel – Itinerant non-exempt employees who travel will be using the time clock differently than others and are paid for travel time between work locations. Employee does not or seldom travels
