Position Description

Looking for a Financial Analyst position that supports the mission of NAVSEA NSW and the extended Special Operations Force community? This Serco position will support NAVSEA as a prime for the contract responsible for providing professional, administrative, engineering, and technical support services. 

You will work with a large team of engineering and analysis support employees across the spectrum of Acquisition and Program Management functions. 

In this role, you will: 

  • Report to and work closely with the Program Manager. 
  • Be on site at Government facility but work collaboratively with other employees at contractor site during normal working hours.
  • Assist with developing and managing yearly spend plans.
  • Assist with developing POM/BES inputs.
  • Manage obligation and expense rates to ensure compliance with OSD targets.

This position is not currently funded/active. Should Serco be awarded the contract, and you meet the qualifications of the position, you will be considered in the selection process.

Qualifications

To be successful in this role, you will have: 

  • An active Secret clearance 
  • a Bachelors degree
  • A minimum of 10 years in business or management related disciplines. 
  • Demonstrated work experience as a senior financial analyst within the NAVSEA Enterprise Resource Planning (ERP)/DoD Contracting environment; preferably as a Business Financial Manager (BFM) or as a contract support analyst to a NAVSEA BFM supporting a MPM’s office 
  • Demonstrated work experience managing, coordinating, and successfully executing Major Force Programs (MFP) 2 and MFP 11 (USSOCOM) resources in support of SOF requirements 
  • Expert working knowledge of the Defense Finance and Accounting Service (DFAS)/Wide Area Workflow (WAWF)/Mechanization of Contract Administration Services (MOCAS) accounting and disbursing systems 
  • Sound working knowledge of the OPNAV/NAVSEA program and budget processes 
  • Expert working knowledge of managing obligation and expense rates to ensure compliance with OSD targets 
  • Demonstrated working experience developing and managing yearly spend plans 
  • Demonstrated working experience developing POM/BES inputs 
  • Demonstrated proficiency with Microsoft Office products/services; Word, Excel, and PowerPoint 
  • The ability to travel up to 10%.

Additional desired experience and skills: 

  • Graduate degree in business or management related disciplines
