Overview

The Senior Finance Officer will be responsible for providing numerous budget related support. This includes budget revisions/modifications of existing projects, new proposal budget development, country office budget, extract expenditures from SAP system, budget vs. actual comparison for financial monitoring, preparation of donor report. Additionally, provide support for monthly QBE closing, Processing Bank Payment, collection of LoI to assist NGOAB fund approvals. Will ensure efficient operations of the finance & operations department and ensure timely delivery of financial deliverables.

Responsibilities

Budget Preparation and revisions:

  • Developing program budgets for new awards as well as revise/realign program budgets as per need of donor.
  • Monitor program budget expenditures and provide support in developing and reviewing activity budgets/PR/BVS and forwarding for approval process after review.
  • Support in development and finalization of agreements/TSC/FAA/sub-award etc. as per Jhpiego procurement and finance policy.
  • Enter budgets as needed and monthly projections into BOARD

Financial Reporting:

  • Preparing multiple financial reports as per requirement from donor and country program team as well as the US office (e.g., Monthly finance review or any other ad-hoc requests).
  • Produce monthly and quarterly financial reports for in-house monitoring by project leaders and management
  • Supporting program staff in presentation of financial data to local authorities as per local law

QBE Monthly Closing:

  • Review and complete QBE monthly closing timely through the prescribed steps. And address subsequent queries of the US office until the monthly report is accepted.
  • Confirm the monthly expenditure and replenishment amount.
  • Prepare necessary Form “C” to support the in-county replenishment.
  • Ensure fringe calculation/posting in QBE/ timely disbursement and ensuring correct charging etc.
  • Analyze financial data and produce reports accordingly as per ad-hoc request from country program/US office. (e.g., Office allocation, Fringe recon, monthly projections, RIF projection, program expense analysis etc.)
  • Monitor, review and analyze financial data in QBE and complete adjustments if needed

Processing Monthly Payroll and Fringe Benefit in QB:

  • Ensure proper and correct monthly payroll booking in QBE and take associated action in Jhpiego system on a timely manner.

Processing Bank Payment:

  • Ensure payments are correct using the electronic (S2B/wire transfer) by online banking system.
  • Serve as Point of Contact with Standard Chartered Bank and maintain communications with local SCB for Jhpiego as a back-up (being the authorized person).

Other Responsibilities:

  • Manage petty cash and conduct periodic verifications
  • Collect LoI (Letter of Intent) from the US office to assist NGOAB fund approval.
  • Assist in donor audit and verifications.
  • Any other tasks and assignments given by the supervisor
  • Serve as Point of Contact for JEMS Payroll and ATAR modules and system
  • Serve as dotted line technical Point of Contact for the Project Officer supporting the CNHA project
  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Required Qualifications

  • Minimum 5-6 years of relevant experience in related field in NGO
  • Have knowledge in accounting, auditing, financial forecasting, and budgeting principles and practices with basic management information systems applications for accounting functions.
  • Have the ability to analyze complex problems, evaluate alternatives, and implement
  • creative recommendations, organize work, set priorities, meet deadlines, and
  • complete assignments with minimal supervision.
  • Have skills in working on several assignments simultaneously, setting priorities,
  • meeting deadlines, and working independently within established guidelines.
  • Excellent computer skills with all Microsoft Office programs (MS Word, Power Point, Excel)
  • Public relations, communication, coordination, and Networking skills.

Preferred Qualifications

  • Masters in Finance/Accounting/ Business Administration from any recognized university/ institution.
  • Advance Degree in Finance & Accounts will be added advantage.
