This position is located in the Office of Nuclear Reactor Regulation (NRR), Division of Reactor Oversight (DRO), Generic Communication and Operating Experience Branch (IOEB). The supervisor is Lisa Regner.

This position is in the Bargaining Unit with the National Treasury Employees Union, Chapter 208.

Duties

As a Reactor Systems Engineer in NRR’s Division of Reactor Oversight, you will support the mission of the Operating Experience Branch to ensure that the NRC’s oversight of power reactor safety and regulatory compliance is effective, accurate, and credible through a continuous process of event analysis and evaluation, policy development, coordination, implementation, assessment and enhancement.

Additional duties include but are not limited to:

  • Identify, review, and evaluate operating reactor events related to the safe operation of commercial nuclear power plants.
  • Perform studies and analyses using advanced data analytics skills and platforms and apply computer coding skills to resolve complex technical issues and regulatory problems. 
  • Review technical issues for generic concerns, write and/or manage the development of generic communications, and develop operating experience policy.
  • Perform risk evaluations of nuclear power plant events and conditions and recommend appropriate agency response.
  • Perform evaluations of reactor systems, licensee safety performance, reactor safety and/or reactor security related issues to support applicant or licensee implementation of NRC regulations and requirements.
  • Support changes in existing or proposed nuclear facilities (incl., nuclear power plants).
  • Provide assessment of licensee performance.
  • Support development or changes to regulatory requirements or guidance. Technical and regulatory issues being evaluated will range from limited complexity or routine to complex or precedent setting.
  • Conduct reactor thermal-hydraulics, containment behavior, accident consequence, design based accident, operating experience, licensee performance, or severe accident phenomena analyses within assigned branch's functional area.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. 

The ideal candidate will be able to demonstrate the following:

1. Knowledge of the design features and operating characteristics of nuclear reactor facilities. Describe your professional experience with reactor facilities, commercial, government, or military. The experience may have been as a power plant operator, in a staff position in operations, or associated with plant operations.

2. Demonstrated ability to apply NRC rules, regulations, policies, guides and review plans, or equivalent, in the review or evaluation of reactor operations, maintenance, engineering and plant support. Describe specific experiences and training which demonstrates your ability to apply the above areas. Provide examples that were particularly challenging.

3. Ability to use data science including advanced data analytics, data visualizations and programming to assess, track, and trend various data streams. (Describe specific experiences and training which demonstrates your ability to apply the above areas. Provide an example of how you’ve used your skills to progress the use of data-driven decision making and data visualization).

4. Ability to use interpersonal skills to interact effectively with peers, management, and representatives of the licensed nuclear industry, and to develop and implement successful approaches to problem solving and conflict resolution. Describe specific training, education, and experience that demonstrate your ability to use interpersonal skills to deal professionally with peers, management officials within and outside the NRC, and representatives of the licensed nuclear industry. Describe instances that required you to use tact, diplomacy, and negotiation skills to achieve cooperation, solve problems, and reach consensus.

5. Demonstrated ability to present technical information both orally and in writing. Describe experience in making oral presentations and preparing written documents and the various levels of individuals for which presentations were made. Discuss examples where you have utilized skills in communicating complex technical and/or administrative issues to professional societies, peers, management, general public, governmental agencies, or others. Discuss how your oral or written communications have played a role in the understanding or resolution of issues.

Specialized Experience is defined as experience in the oversight of power reactor safety and regulatory compliance with the ability to identify, review, and evaluate operating reactor events related to the safe operation of commercial nuclear power plants. A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate should be addressed in your resume.

Education

0801 Basic Requirements: 

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Additional information

The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
