Job Title: Director of Facilities Capital Construction

GENERAL PURPOSE

Under the supervision of the Executive Director of Facilities and Maintenance, the Director of Facilities Capital Construction will oversee all capital construction, major renovation, and major 3R construction activities to ensure Stafford Schools has the necessary facilities to meet its mission for students. The Director will oversee a team of Project Managers, Senior Project Managers, and consultants as necessary to coordinate design and construction activities on time and budget. Coordination with Planning, Maintenance and Operations, School Administrators and Department Heads, the Director will assist in the development of long-term capital planning objectives and the yearly Capital Improvement Plan (CIP) and budgets. The ideal candidate will be a self-motivated individual that is very organized and demonstrates meticulous attention to detail, and demonstrates technical and managerial ability to coordinate projects related to building construction, land development, finance, and personnel management.

MAIN JOB TASKS AND RESPONSIBILITIES

Direct land acquisition and development strategy

  • Develop and maintain appropriate architectural and engineering standards to meet educational specifications for all grade levels (including early childhood, elementary, middle, high, and alternative education)
  • Pursue and maintain relationships with architectural and engineering firms and other construction contractors to identify high value vendors for SCPS projects.
  • Manage all architect and engineering design efforts including development of statements of work, project specification review, and design schedules.
  • Coordinate with SCPS and County staff on CIP project funding proposals and provide justifying documents to support funding acquisition.
  • Provide adequate on-site inspections and project management for all construction projects to ensure on-time, at-spec delivery.
  • Coordinate with consultant teams (including but not limited to architects, civil engineers, geotechnical engineers, and environmental consultants) to ensure timely progress of entitlement and due diligence processes.
  • Contribute to feasibility assessments, market analysis, and conceptual site plans to determine viability of proposed land acquisitions.
  • Work with the Procurement Department to review construction and design contracts to ensure compliance
  • Plan, estimate, negotiate, and manage projects through outside contractors and staff personnel.
  • Prepare schematic designs, drawings, specifications, contract documents, feasibility studies, time schedules, and cost analysis for approved maintenance, construction, and renovation projects.
  • Project costs and develop budgets for capital and operating projects, including deferred maintenance and Repair, Replace, and Refurbish (“3R”) projects.
  • Assist the Executive Director with development of long-term budgets and maintenance of ongoing budgets.
  • Manage assigned personnel and coordinate with others in Facilities and Maintenance as well as other departments to ensure project completion.
  • Prepare annual reports and projections for capital and operating expenses including pricing, land analysis, and market research.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Engineering, Architecture, or Construction related field is required.
  • Ten (10) years of experience in design, construction or development required.
  • Registration as a Professional Engineer or Architect is preferred

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

  • Work environment is primarily indoors with controlled temperatures and noise, with occasional work at land and/or project sites that may be indoors or outdoors with exposure to weather and limited exposure to negative air quality elements.
  • The work is light work, requiring exertion of up to 20 pounds of force to move or lift objects.
  • The following physical and mental abilities are representative of those expected to complete the essential functions of the job: standing for prolonged periods; sitting for prolonged periods; moving the hands, wrists, or fingers repetitively; feeling, grasping, or holding objections by hand; communicating via spoken language; communicating via written language; perceiving sounds; making decisions using logic and rational thinking.
