Duties

This position is located in the Office of Field Operations, Field Management Staff in Washington, District of Columbia.

  • Supervises and manages the FMS staff personnel and the Operations Support Branch (OSB).
  • Responsible for providing assistance, advice, and recommendations to FO's executive staff on a wide variety of complex operations involving industry and investigative matters.
  • Coordinates task forces or working groups on significant Industry Operations issues which impact the daily operations of industry operations investigators in the field.
  • Oversees the research and dissemination of technical knowledge and advice relating to ATF Industry Operations programs.
  • Supervises industry operations investigators, criminal investigators, program analysts and other administrative employees.
  • Monitors use of resources, reviews expenditures, and ensures compliance with safety programs and trainings.

Responsibilities will increase and assignments will become more complex as your training and experience progresses.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. Key Requirements:

  1. Top Secret Clearance required.
  2. Pass drug screening and subject to random drug test.
  3. Time in Grade requirement must be met by the closing date of the vacancy.
  4. Must successfully complete a background security investigation.
  5. New supervisors must successfully complete a 1-year probationary period.
  6. U.S. Citizenship is required.

Qualifications

To qualify for 15, candidates must also have at least one year of specialized experience equivalent to the next lower grade level, GS-14.

This is a non-bargaining unit position.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include:

  • Conducting regulatory enforcement investigations ensuring compliance with Federal, State, and Agency policies and laws;
  • Assisting with long and short-range management improvement studies aimed at improving productivity or resolving problems;
  • Leading working groups, setting priorities and standards, and reviewing completed work to make sure all are in compliance with regulatory laws and Field Office standards; and
  • Participating in the preparation of budget forecasts and justifications.
