In Ukraine, Tetra Tech implements the USAID Energy Security Project (ESP), a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. USAID ESP’s mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets and facilitate private sector–led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is expected to run through June 2025. 

Tetra Tech has an opportunity for a Procurement Manager who will support the Energy Security Project by leading procurement activities including, but not limited to, the procurement of commodities and services, the organization of events, and procurements for other program needs. This is a full-time position for a period of one year, with the possibility of an extension. This position will be based in Kyiv, but it may involve occasional travel. The position will report to the ESP Field Procurement Director. Learn more about the ESP project here.

Position responsibilities 

  • Manage the end-to-end procurement life cycle for assigned projects.
  • Conduct or oversee programmatic and operations procurements including large-scale commodities and services, events, office needs, and other supplies.
  • Coordinate, train, and manage procurement staff as needed.
  • Gather and develop pre-award documentation for price justifications, sole source procurements, negotiation memos, and others.
  • For large commodity or service procurements:
  • Lead identification of procurements in consultation with project subject matter experts.
  • Conduct market research to include assessment of available stock for frequently purchased items.
  • Draft solicitation documents.
  • Manage procurement/tenders.
  • Lead evaluation committees.
  • Negotiate with vendors on prices and other contract terms and conditions.
  • Check relevant financial reports of procurement beneficiaries.
  • Maintain procurement files.
  • Assist in archiving financial files and procurement files.
  • Other duties as assigned.

Minimum Qualifications 

  • Bachelor’s degree in finance and/or accounting.
  • Minimum five years of relevant experience.
  • Solid knowledge of FAR and AIDAR.
  • Experience with collection and analysis of accounting data.
  • Excellent organizational skills to meet deadlines.
  • Strong communication skills, both oral and written.
  • Fluency in English, Ukrainian, and Russian required.
  • Proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint).

Valued Qualifications 

  • Master’s degree in finance, accounting, public administration, business administration, or other relevant areas
  • Five years of experience with a multinational company
  • Prior experience with USAID-funded projects

Physical demands & work environment

  • Occasional business travel.
