This position is housed in the agency’s Government Relations Team within the Director’s Office. The primary purpose of this position is twofold. This position works on agency policy and legislative items; and engages with executive leadership, the State Land Board, the legislature, and other stakeholders. This position also provides guidance and strategic planning and policy recommendations to executive leadership and managers on legislative proposals, program operations and service delivery, and issues concerning the Department’s authorities, responsibilities, and resources. Projects this position is responsible for, or provides support, for can be complex, long-ranging, and sometimes controversial, requiring in-depth, multi-disciplinary expertise to accomplish.

This position is classified as management service and not union represented.

Working Conditions:

Much of the work is in a hybrid office setting. Regular attendance in the Salem office is expected for Land Board meetings, when the legislature convenes and for other occasional in person meetings. Overnight stays and/or extended work hours can be expected along with exposure to inclement weather and road conditions.

What you will be doing:

As our Policy and Legislative Analyst, you will have the opportunity to:

  • Design and implement project plans and research projects including public involvement processes.
  • Guide agency management on benefits of different policy options.
  • Evaluate programs, services, and systems for effectiveness through comprehensive research of bills and proposals for their impact on agency operations.
  • Serve as a subject matter expert on agency policies and operations, ensuring consistent and comprehensive messaging. Respond to inquiries from leadership, management, stakeholders, and legislators.
  • Track legislative and budget actions. Draft bill reviews and fiscal analysis. Draft, and occasionally deliver, agency testimony.
  • Analyze policy proposals and guide agency action based on probable political and public reaction to changes in policy.
  • Represent the agency at Land Board meetings, the Legislative Assembly, on advisory groups, with Tribal governments and with other stakeholder groups.
  • Develop goals, objectives, staffing plans and schedules and make recommendations to department decision makers based on the outcomes.

Minimum Qualifications- to be considered for this position, please ensure you have one of the following combinations of education and experience:

A bachelor’s degree in business or public administration, natural resource management, finance, political science or related degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work;

OR

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the position.
