Job Description

The NYC Housing Authority (NYCHA) seeks a qualified attorney to join NYCHA’s Equal Employment Opportunity (EEO) and Fair Housing Investigations Unit as a Senior Investigator and Trainer. The EEO and Fair Housing Investigations Unit is situated within NYCHA’s Office of Diversity, Equity, and Inclusion (ODEI). The Senior Investigator and Trainer will report directly to the Deputy Director of the EEO and Fair Housing Investigations Unit, with a dotted line to the Vice President of ODEI.

This position serves two functions. One is to conduct EEO and Fair Housing investigations into employee or NYCHA resident complaints of discrimination, sexual harassment, or retaliation. To this end, the Senior Investigator and Trainer must have substantial experience in EEO law, knowledge of relevant EEO policies and best practices, and strong writing and analytical skills. The second function is to serve as ODEI’s lead trainer to develop and conduct in-person and remote trainings on EEO and diversity, equity and inclusion (DEI) topics for NYCHA employees. Citywide mandatory EEO trainings have deadlines either annually or biannually which will require travel to and from NYCHA developments with other ODEI staff and to other office locations across the City. Other trainings will be as needed, based on department requests or where recommended by ODEI. To this end, the Senior Investigator and Trainer must have experience in developing engaging trainings and presentations.

Under supervision, with latitude for independent judgment, the responsibilities of the successful include the following:

  • Intake employee complaints of discrimination, sexual harassment, or retaliation.
  • Assess employee complaints and determine appropriate actions.
  • Perform internal investigations of EEO and fair housing complaints.
  • Conduct interviews of parties and witnesses.
  • Review hiring or workforce data in various formats.
  • Draft investigative finding reports.
  • Participate in conciliation or other conflict-resolution methods.
  • Research legal cases, EEO policies, or other regulations as necessary.
  • Assist in DEI special projects or trainings as needed.
  • Maintain organized files in a case management system.
  • Create training and educational materials in various formats such as posters, bulletins, electronic, power-point presentations, etc.
  • Facilitate scheduling, coordination, and other logistics related to training, including securing and confirming locations, equipment, and maintaining attendance roster.
  • Establish outreach and other creative ways to promote employee compliance for mandatory trainings.
  • Research emerging trends and legal or best practices related to EEO, DEI, and fair housing and incorporate into training materials as needed.
  • Participate in special projects as needed.
  • Provide other support and guidance to employees and managers as needed.

NOTE: Work from home options available; some travel required and compensated.

Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.

2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or

3. Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

In addition to meeting the minimum Qualification Requirements:

To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
