CLASS DESCRIPTION

The Mayor’s Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers in order to enhance and promote the local economy. At MOED, we view our mission broadly to deliver economic justice to our city! MOED's Youth Services division provides the City's future workforce with the tools they need to succeed in careers in local high-growth industries. The Pre-Adjudication Coordination and Training (PACT) program provides targeted services for pre-adjudicated and pre-court youth 14-18 year of age who would otherwise be detained while awaiting trial. The PACT Evening Reporting Center has been in operation for over 15 years, is a best-practice model for closing the revolving door of juvenile recidivism and reducing the over representation of young black males in the Baltimore City juvenile justice system. The PACT program is housed in the Youth Opportunity Center.

The Internship Coordinator will be responsible for conducting intake assessments, help refer youth to appropriate community services, and facilities group sessions. Additionally, the Coordinator will develop internship opportunities for youth who complete the program successfully and meet the expectations of the court. The goal is to place youth with area non-profits, private sector businesses or City agencies, in positions providing on the job training and paying the current minimum wage. 

The person in this position will report directly to the PACT Program Manager.

ESSENTIAL FUNCTIONS

  • Creates a timeline to implement the internship program.
  • Identify age-appropriate intake assessment tools
  • Develops recruitment package for youth and employers for the program.
  • Completes and submits reports and records as required.
  • Provides workforce training, orientation, and other learning opportunities for program participants.
  • Ensures monthly data is collected on program participants.
  • Ensures MOED meets all performance goals for the program.
  • Serves as liaison between the PACT Program and worksites.
  • Assists with locating and developing internship opportunities for PACT youth.
  • Works with the PACT staff to provide program participants with a meaningful internship experience and increased job skills for future employment.
  • Determines the best fit between program participants and internship opportunities. 
  • Responsible for tracking, filing, and updating all information relevant to worksite placement. 
  • Provides all worksites with appropriate paperwork, completed forms and information when necessary. 
  • Visits internship worksites on a regular basis to evaluate performance of program participants.
  • Work with assigned MOEDHR staff to submit payroll packets for youth internship experiences; maintains payroll, timecards, sign in/out sheets, and other forms as required for youth payroll.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor’s degree from an accredited college or university.

AND

EXPERIENCE: Have three years of workforce development, youth or related fields.

OR

NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.

ADDITIONAL REQUIREMENTS: Have a valid driver’s license.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Must be able to work from 12pm -8pm Monday-Friday
  • Good written and verbal communication skills
  • Experience in working with young adults and aware of trending youth engagement strategies.
  • Very strong organizational skills and highly detail-oriented
  • Very strong interpersonal skills and the ability to build relationships with a diverse group of stakeholders, including youth, staff, service providers, businesses, and other internal/external partners.
  • Ability to collect data and recommend viable options for addressing problems/ challenges.
  • Demonstrated proactive approaches to problem-solving with strong decision-making capability.
  • Demonstrated ability to achieve high performance goals and meet deadlines in a fast-paced environment; and
  • Proficient in word processing, spreadsheet, and database applications (i.e., MS Office Suite: Word and Excel).

NOTE: Those eligible candidates who are under final consideration for appointment to positions in this class will be required to authorize the release of criminal conviction information.
