Summary

This vacancy is for a Survey Statistician (Recent Graduate) position in the Associate Director for Demographic Programs located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties

  • Communicates with supervisors and employees performing work for the assigned programs and projects.
  • Applies statistical techniques and methods in performing project related activities.
  • Gathers survey requirements, develops specifications, procedures, survey materials, and training for data collection and post collection editing activities for multiple modes of data collection, including paper, automated, and web instruments.
  • Assists with documenting procedures, problems encountered, and lessons learned and makes preliminary recommendations for improvements.
  • Assists in planning, coordinating, implementing, and monitoring project/survey activities for large-scale household surveys and/or smaller-scale surveys, including surveys of institutions.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS:

Basic Entry Requirements for All Grade Levels:

You must be a Recent College Graduates from qualifying institutions within two years of degree or certification (Veterans precluded by their military service obligation, will have up to six years to apply).

Students with a transcript with a degree confer date on or before (05/01/2024), will be considered for the Recent Graduate Program. Graduation / expect graduation date MUST be indicated on your resume.

Minimum Education Requirement: Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

AND

Specialized Experience: For the GS-7, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-5 in the Federal service. Experience for this position includes: Communicating effectively in-person and in writing to diverse audiences, including co-workers, and internal/external customers; reviewing and analyzing data using statistical techniques and statistical software such as SAS, R and/or Python; questionnaire design, instrument development and testing for automated and/web data collection instruments with guidance and supervision; writing procedures, documentation, and/or training guides for data collection practices; conducting/participating in a project from start to finish, setting priorities, and maintaining schedules.

OR

One (1) full year of graduate level education or superior academic achievement.

Specialized Experience: For the GS-9, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-7 in the Federal service. Experience for this position includes: Communicating effectively in-person and in writing to diverse audiences, including co-workers, and internal/external customers; reviewing and analyzing data using statistical techniques and statistical software such as SAS, R and/or Python; questionnaire design, instrument development and testing for automated and/web data collection instruments with guidance and supervision; writing procedures, documentation, and/or training guides for data collection practices; conducting/participating in a project from start to finish, setting priorities, and maintaining schedules; identifying and solving complex problems; working in teams and completing projects on time.

OR

2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.

You will receive credit for all qualifying experience, including volunteer.

Additional information

The Census Bureau is seeking bright, innovative, results-oriented individuals to join our Recent Graduates Program (RGP). The Recent Graduate Program is a one-year program that targets individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants will be placed in a dynamic, one-year career development program. Throughout the program, you will participate in formal training, job assignments and receive a mentor to develop competencies applicable to the Census Bureau's mission and needs. These positions are at the grade 7/9 entry levels, with an opportunity for permanent appointment upon successful completion of the program.

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.

Recent Graduates and their supervisors must sign Pathways Agreements setting forth expectations for the program.

Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework up to 8 days a pay period depending on your respective work schedulewith approval from your supervisor.
