SUMMARY

The primary responsibility of this job is the management of the Health, Safety, Environmental, and PSM Departments for the Westlake Longview Facility. Responsible for overseeing the activities of the HSE groups. The HSE Manager is responsible for managing all local, state and federal regulatory compliance as required/requested, relative to Westlake operations at the Longview site, including necessary regulatory permitting, operations, record keeping, reporting, statutory/regulatory agency requests, industry task force participation and public awareness/education. The HSE Manager is responsible for developing and implementing proactive management systems, checks and balances, and other necessary systems to ensure effective HSE compliance at the facility. The HSE Manager is required to effectively interact with other department managers, corporate executives, and regulatory officials in a manner that sets a positive image for both the HSE groups as well as the Company.

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Manages and develops environmental, safety, and process safety management employees at the Longview, TX facility
  • Responsible for establishing and implementing plans to determine, complete, and maintain all federal, state and local regulatory requirements for the Longview facility.
  • Reviews and incorporates safety standards originated by applicable regulatory agencies and recommends necessary action to attain compliance. Must keep fully informed on all existing and proposed changes in applicable regulations and permit requirements.
  • Conducts audits and investigations of safety programs at the facility(s) and identifies and controls significant loss producing exposures as well as compliance with company standards.
  • Manage necessary environmental permitting for the Longview facility, ensuring that the initial engineering design, as well as future modifications of such facilities, meets critical environmental requirements. Further, manage a system to ensure continuous maintenance of any and all permit requirements for the affected facilities.
  • Manage mechanical integrity programs as required for process safety management for the Longview facility, ensuring that the initial engineering design, purchasing practices, maintenance practices, and modifications of such facilities, meets mechanical integrity requirements. Further, manage a system to ensure continuous compliance with regulations applicable to the affected facilities.
  • Manage the monitoring of current statutory and regulatory developments in the health, safety, environmental areas, assess the potential impact on Westlake, and initiate the necessary response in coordination with Corporate HSE.
  • Manage the assessment of health, safety, and environmental requirements and impact of proposed projects, joint ventures, and/or acquisitions.
  • Assimilate internal data relative to HSE compliance, assuming the responsibility for managing action plans necessary to ensure continuous compliance.
  • Serve as liaison for on-site senior management and corporate office relative to local safety, environmental, and PSM issues.
  • Maintain continuous working relationship with all applicable local, state and federal regulatory agencies, relative to Westlake concerns.
  • Ensures active, voluntary participation in representing Westlake's concerns on recognized industry task forces/advisory committees, as well as through public awareness/education by direct reports.
  • Manage the development of proactive management systems, including but not limited to:
  • A system to track and anticipate upcoming HSE regulations
  • A system that aggressively develops and implements compliance programs to address health, safety, and environmental requirements - both regulatory and corporate.
  • A system that anticipates future HSE capital expenditures, personnel needs and efficiently uses existing resources.
  • A system of checks and balances to identify gaps in the HSE program and address those gaps
  • Acting as a role model and leader for the company, including but not limited to:
  • Effectively interacting with governmental officials, corporate executives, and other departments to meet the requirements/goals of those individuals.
  • Active member of site leadership team providing effective communication and follow-up regarding HSE regulatory requirements, priorities and objectives.
  • Regular communication and coordination with the Region 1 HSE Manager and other HSE Managers.
  • Assuming key leadership role in plant emergencies, weather events, or other critical situations.
  • Working with the line organization to integrate strong HSE concepts into the daily work activities.
  • In conjunction with other departments, defining and aggressively pursuing HSE goals.
  • Compliance with Westlake policies and the Westlake Code of Conduct.
  • Manage the implementation of compliance strategies that maintain existing compliance. Where non-compliance exists, manage the development of an aggressive action plan to move the site back into compliance. This includes, but is not limited to:
  • OSHA requirements including Process Safety Management
  • OSHA requirements including Mechanical Integrity
  • EPA/TCEQ requirements, including RMP, NSPS, NESHAP, and MACT standards
  • EPA/TCEQ requirements, including Air, Title V, Water, and Waste Permits

ADDITIONAL DUTIES

  • Perform the primary thinking encompassed by this job description.
  • Fully supports Company goals of continuous improvement and operational excellence at strategic and tactical levels including reviewing area of responsibility for improvement opportunities to initiate projects or communicate ideas to management as well as active participation on project teams.
  • Perform all other duties and tasks as assigned or directed by local management and/or the Region 1 HSE Manager.
  • Perform duties in a manner that protects personal safety as well as the safety of others. Promptly report Safety, Health or Environmental issues or incidents to management.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Engineering Degree or degree in a related HSE/PSM field and minimum of 8 years of experience in progressively responsible roles.
  • Experience should include a minimum of 3 years of management / supervisory responsibility. 
  • HSE Certification preferred.
  • Successful candidates must satisfy background screening, including motor vehicle record screening, drug testing & pre-employment physical requirements before starting work.

PHYSICAL DEMANDS

This job is performed mainly in control room or office setting; physical presence is required. While performing the duties of this job, the employee is frequently required to sit; stand; walk; have full use and range of motion of arms, hands and fingers to reach, grasp, hold, push or pull, twist, and work with tools; and talk or hear. The employee is occasionally required to perform tasks that may require bending, or stooping. The employee must be able to move safely over uneven terrain or in confined spaces. The employee must regularly lift and/or move up to 5 pounds, frequently lift and/or move up to 10 pounds, and occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must be able to see details of objects that are more/less than a few feet away; see differences between colors, shades and brightness and determine the distance between objects. This job requires response to audible emergency alarms inside of the plant. Employee must be able to evacuate when required.

WORK ENVIRONMENT

The employee must be able to work in a normal factory environment, including enclosed spaces and exposure to various hazards. The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, flame retardant clothing, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
