POSITION SUMMARY

The Data Engineer III serves as an experienced technical member of an engineering team. The position will work to satisfy key business initiatives by delivering data and analytics solutions that scale efficiently while improving performance and minimizing costs. The Data Engineer III will mentor less experienced individuals and performs both routine engineering tasks and more complex project functions. This role may be a domain expert in a specific technology or discipline and is able to work independently with minimal supervision within their domain.

The Data Engineer III is a lead contributor to strategies, standards, new capabilities, and design to enable faster and easier data access, automated workflows, and development of data and analytics services within the organization. The Data Engineer III will have experience in design, implementation and support of data integration and ETL/ELT solutions within healthcare or a comparable industry.

The position will require experience and working knowledge of Agile and/or Lean methodologies to

deliver information services in an efficient and repeatable manner.

The Data Engineer III proactively works with customers, stakeholders, analysts, architects, and other engineers to troubleshoot and find root cause of solution defects. They need to be excellent team players and have demonstrated experience across multiple systems.

PRIMARY ACCOUNTABILITIES

  1. Lead contributor to the development and design of end-to-end enterprise data delivery and analytic solutions, conducts reviews and validation of systems, code, and security.
  2. Develops data pipelines using varying technologies (ETL, API, SQL, cloud) in accordance with defined standards and procedures.
  3. Builds to system and security standards for the organization, ensuring compliance with state and regulatory rules with regards to PHI and PII.
  4. Helps to train junior engineers.
  5. Develops automation of testing and deployment.
  6. Works with and coordinates cross functional teams and vendors to ensure the health of Health First’s IT systems.
  7. Regularly reviews existing systems and makes recommendations for improvements.
  8. Reviews and jointly develops specifications and requirements for complex data integration and delivery products with users, vendors, and other engineers.
  9. Analyzes and installs new data delivery solutions. Provides input into technical "walk- throughs.” Assures solution accuracy, completion, and validity. Responsible for overall technical solution specification and project control.
  10. Will manage/lead small technical projects. Communicates with users and management the status and completion of work requests.
  11. Supports, maintains, and troubleshoots enterprise data delivery solutions with the ability to perform root cause analysis (RCA).
  12. Develops expertise with a variety of business data domains, source systems, and business processes to enable delivery of solutions applicable across the business’ clinical and business functions.

Qualifications

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree in Computer Science or equivalent STEM field

Licensure: None Required

Certification: Advanced data delivery-specific technical certification within one year of hire. For example:

  • Certified Data Vault 2.0 Practitioner (CDVP2)
  • TDWI Certified Business Intelligence Professional (CBIP)
  • DAMA Certified Data Management Professional (CDMP)

Work Experience: Four years of experience in delivery of data engineering solutions to include data modeling, database/data mart development, ETL/ELT/data integration, and data security.

Work Experience in Lieu of Education:

  • Associates degree plus six years of applicable technical experience in areas as noted above.
  • Or, in lieu of no degree, eight years of applicable technical experience in areas as noted above.

Knowledge/Skills/Abilities:

  • Strong understanding of current developments and trends in Information Technology in one or more of the following domains:
  • Data Warehousing
  • ETL/ELT
  • Data integration
  • Data modeling / Database design
  • Ability to work in SQL, Oracle SQL and DB2
  • Dimensional modeling / Star Schema
  • Strong soft skills, verbal and written communication, including the ability to translate complex technical topics into understandable terminology, is a necessity.
  • This position must have the proven ability to lead specific functions of large projects and initiatives.
  • This position builds trust among colleagues, must be a continuous learner, and focus on delivering capabilities for the customer.

PREFERRED QUALIFICATIONS

Education: None

Licensure: None

Certification: Existing advanced data delivery-specific technical certification. For example:

  • Certified Data Vault 2.0 Practitioner (CDVP2)
  • TDWI Certified Business Intelligence Professional (CBIP)
  • DAMA Certified Data Management Professional (CDMP)

Work Experience: 4-6 years of experience preferred within Healthcare or a similarly complex industry.

Knowledge/Skills/Abilities:

  • Experience applying ETL/ELT/data integration to large, heterogeneous datasets.
  • Data integration technologies such as data replication/CDC, message-oriented data movement, API, stream data integration, or CEP.
  • Data governance framework (DMBOK, TDWI, etc.)
  • Cloud services, especially Azure
  • Hadoop/Mongo DB experience
  • R, Python, C#, Java or other OO development
  • Knowledge of MUMPS

PHYSICAL REQUIREMENTS

Sedentary

  • Majority of time involves sitting or standing; occasional walking, bending, stooping
  • Long periods of computer time or at workstation
  • Light work that may include lifting or moving objects up to 20 pounds with or without assistance.
  • May be exposed to inside environments with varied temperatures, air quality, lighting and/or low to moderate noise
  • Communicating with others to exchange information.
  • Visual acuity and hand-eye coordination to perform tasks
  • Workspace may vary from open to confined, on site or remote
  • May require travel to various facilities within and beyond county perimeter; may require use of personal vehicle
